issued a Circular (SE) prohibiting teachers from giving corporal punishment to students at school.
The letter emphasized that every form of sanction for student violations must be oriented towards learning, not physical violence.
This policy was issued following a dispute between a student’s parent and a junior high school (SMP) teacher in Subang Regency.The student’s parents did not accept the teacher’s action of slapping their child as a form of punishment.

“If a child makes a mistake, just give him educational punishment, such as cleaning the yard, painting walls, cleaning glass, or managing rubbish. Physical punishment should not be used because it carries legal risks,” said Dedi Mulyadi in a press release issued by the West Java Communication and Information Department, Thursday (13/11).
Meanwhile, West Java Regional Secretary, Herman Suryatman, added that the circular letter had been prepared and distributed to all educational units.
This prohibition applies to all levels of education – from Elementary School (SD), Middle School (SMP), High School/Vocational School (SMA/SMK), to Madrasah Aliyah (MA) under the auspices of the Ministry of Religion.
According to Herman, the disciplinary approach to students must be changed from being based on punishment to training that is educative and has character.
“Solving children’s problems must be done in an educational manner. The aim is to solve problems without causing new problems. Even if there is punishment, it must be educational, not hurtful,” he said.
He believes that this policy is also important for forming children’s character in the digital era when the influence of social media is getting stronger.
“Today’s children have unique dynamics. The approach cannot be harsh, but must be pedagogical. If they are not properly educated, the influence of social media can be stronger than the advice of teachers or parents,” said Herman.
Herman also emphasized the importance of collaboration between schools, government, parents and the community in creating a healthy, safe and characterful learning environment.
