prohibit the operation of motorized rickshaws (
betor
) to online bajaj (

) as public transportation in the area.
This prohibition is stated in the Yogyakarta Mayor’s Circular Letter (SE) Number 100.3.4/3744 of 2025 concerning the Prohibition of Operating Three-Wheeled Motorized Vehicles as Public Passenger Transport in the Yogyakarta City Area.
The SE, which was signed by the Mayor of Yogyakarta Hasto Wardoyo on 31 October 2025, responded to the Letter of the Governor of the Special Region of Yogyakarta number B/500.11.25.1/3869/09 dated 29 September 2025 concerning Directions for Three-Wheeled Motorized Vehicles.

It is written in the SE that this policy is intended to improve traffic flow, road user safety, protect traditional vehicles, and support the arrangement of integrated, mass and environmentally friendly public transportation.
“So the Yogyakarta City Government hereby prohibits the operation of three-wheeled motorized vehicles as public passenger transportation in the Yogyakarta City Area,” wrote the letter.
This SE is addressed to public transportation business actors and the community in the City of Yogyakarta, and copied to the Governor of DIY and the Yogyakarta Police Chief.
When confirmed, Hasto confirmed that this SE regulates operational prohibitions for betors, as well as modern bajaj which for the last few months has been operating as online transportation in the Yogyakarta City area and its surroundings.
“The circular says that’s what it sounds like. It’s a three-wheeler,” said Hasto, Friday (14/11).
Unlike pedicabs and carriages, online bajaj is not included in the category of traditional or culture-based transportation which is the conservation target of the Yogyakarta City Government, as referred to in the SE.
Meanwhile, owners will be encouraged to switch to using electric technology.Hasto claims that the city government has proposed a budget to help vehicle owners transform to environmentally friendly public transportation services.
“We will continue to encourage the Mataram becak or Jogja becak to remain alive, existing, only the bentor will be replaced, the tor replaced with electricity. That’s how it is. So it’s electric, yes. So, so the bentor becomes our betrik, the main thing is the electric rickshaw,” he concluded.
