Corruption Eradication Commission
(KPK) named five suspects in a suspected corruption case related to the Procurement of Goods and Services (PBJ) and receiving gratuities in the environment

They are the Regent of Central Lampung Ardito Wijaya, Member of the Central Lampung DPRD Riki Hendra Saputra, the regent’s younger brother Ranu Hari Prasetyo, the Acting Head of the Central Lampung Regional Revenue Agency (Bapenda) and a relative of the regent named Anton Wibowo, and the Director of PT Elkaka Mandiri (EM) Mohamad Lukman Sjamsuri.

“The Corruption Eradication Commission (KPK) will then detain the suspects for the first 20 days from 10 to 29 December 2025,” said KPK Deputy for Enforcement and Execution, Mungki Hadipratikto, in a press conference at the Red and White Building, Jakarta, Thursday (11/12).
Suspects Riki Hendra Saputra and Mohamad Lukman Sjamsuri are being held at the KPK State Detention Center (Rutan) Red and White Building Branch.
Meanwhile, Ardito, Ranu Hari Prasetyo, and Anton Wibowo were detained at the KPK Detention Center Branch, Anti-Corruption Education Center Building.
Ardito, Anton, Riki Hendra, and Ranu Hari are suspected of violating Article 12 letter a or Article 12 letter b or Article 11 or Article 12 B of the Corruption Eradication Law (UU Tipikor) in conjunction with Article 55 paragraph (1) 1st of the Criminal Code.
Meanwhile, Mohamad Lukman Sjamsuri is suspected of violating Article 5 paragraph 1 letter a or letter b or Article 13 of the Corruption Law in conjunction with Article 55 paragraph (1) 1st of the Criminal Code.
The Corruption Eradication Commission (KPK) suspects that Ardito received a bribe of IDR 5.75 billion.This crime involved other suspects as mentioned above.
The case of alleged bribery and receipt of gratification by Ardito and his friends was uncovered by the Corruption Eradication Commission (KPK) through a sting operation (OTT) which was held earlier this week.
PBJ red notes
The PBJ sector is one of the areas that is highly susceptible to corrupt practices.This can be seen from measurements by the Corruption Eradication Commission through Monitoring Controlling Surveillance for Prevention (MCSP) and the Integrity Assessment Survey (SPI).
Nationally, in the 2024 MCSP, the PBJ area only got a score of 68, down 9 points compared to the 2023 results.
On the other hand, the SPI score also shows a decline in value, especially in the PBJ sector.
The PBJ sector’s SPI score in 2023 was 86.91 and decreased in 2024 to 64.83.
Meanwhile, specifically for the Central Lampung Regency Government, the MCSP results in the last two years (2023 and 2024) have also decreased.
The 2023 MCSP value reached 92, with a PBJ area value of 98. Meanwhile, the 2024 MCSP was recorded at 90 with a PBJ area at 83, with the strategic PBJ control sub-indicator only getting a score of 55.
Meanwhile, the Central Lampung Regency Government’s SPI in 2024 achieved a score of 71.07 or was in the vulnerable category.Where the score on the internal component dimensions experienced a significant decline, especially in the PBJ management area, amounting to 65.77 (2024) from 88.47 (2023).
“These data show that vulnerabilities in the procurement system are still high, opening up space for practices of manipulation, intervention, and even bribery transactions. Therefore, the action taken by the Corruption Eradication Committee (KPK) must be a serious warning so that the PBJ management system is immediately improved,” stressed Mungki.
