The signing took place in the context of the 5th Hajj Conference and Exhibition initiated by the Saudi Arabian Ministry of Hajj in Jeddah, on Tuesday (11/11).
The meeting was attended directly by the Minister of Hajj and Umrah of the Republic of Indonesia, H. Mochamad Irfan Yusuf (Gus Irfan), and the Minister of Hajj and Umrah of Saudi Arabia, Tawfiq bin Fawzan Al-Rabiah, and was attended by high-ranking officials from both countries.

“Thank God, today, for the umpteenth time, we, the team from the Ministry of Haj together with the Indonesian Hajj Affairs Office in Jeddah, met again with the Minister of Hajj and Umrah of Saudi Arabia. We discussed a lot about preparations for the Hajj, and put more emphasis on health istitho’ah for Indonesian Hajj pilgrims, about dams, and finally closed with the signing of an agreement, where this year we have a quota of 221,000 pilgrims, all of whom come via Jeddah and Medina,” said Gus.Irfan.
According to Gus Irfan, the success of the Indonesian Hajj is a reflection of the overall success of the Hajj implementation for the Saudi Arabian Ministry of Hajj and Umrah.Likewise, if there are challenges, both parties are committed to supporting each other for the success of organizing the Indonesian Hajj and the success of the 2026 Hajj.
This meeting discussed a number of main issues in organizing the Hajj, especially related to health Istitā’ah, Dam implementation, and synchronization of service data.
The Saudi Arabian government emphasizes the importance of the health of prospective pilgrims as an absolute condition for departure.The Indonesian government will tighten the examination process and ensure that all prospective pilgrims meet health standards.
In addition, both parties agreed that Dam payments in Saudi Arabia would be carried out officially through the Adahi institution and the Nusuk Masar platform to ensure transparency and accountability.
Regarding data, both countries emphasized the importance of validity and integration of congregation data, including fleets, flights, hotels and transportation in order to streamline Hajj operations.A number of Saudi sharia have also opened offices in Indonesia to strengthen coordination.
The signing of this MoU is the first step towards a more orderly, healthy and civilized implementation of Hajj 1447 H/2026 and reflects increasingly solid bilateral relations between Indonesia and Saudi Arabia in serving God’s guests.
