Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (
ATR
/BPN) reaps non-tax state revenues (
PNBP
) amounting to IDR 2.63 trillion as of November 12 2025.
This was conveyed by the Secretary General (Sekjen) of the Ministry of ATR/BPN Dalu Agung Darmawan at the DPR RI Commission II Working Committee (Panja) Meeting, Central Jakarta, Monday (17/11).
“The realization of PNBP as of November 12 2025 was IDR 2.63 trillion or 82.12 percent of the target set. This shows a positive trend although it still requires accelerated steps to ensure optimal achievements at the end of the year,” said Dalu Agung.

Dalu Agung also explained that the realization and projections of PNBP for the ATR/BPN Ministry showed quite positive trends in the last 5 years.
This year, the ministry is targeting PNBP deposits to reach IDR 3.2 trillion.This target is prepared by calculating the potential for land services and spatial planning, and is supported by continuous improvement in service optimization efforts.
However, he predicts that this target will not be achieved.
“The projected revenue realization until the end of 2025 is approximately IDR 3.13 trillion or 97.66 percent. This is due to the instability of national economic conditions which has caused a decline in property transactions, especially in the form of land,” he added.
Furthermore, Dalu Agung detailed the realization of PNBP in five land services with the highest revenue values which showed a yoy increase over the last two years.
The five services are,
first
, maintaining land registration data with realized revenues of IDR 750.15 billion in 2025, an increase of 16.8 percent from IDR 642.13 billion in 2024.
Second,
registration of mortgage rights with realized receipts of IDR 430.61 billion in 2025, an increase of 0.9 percent from IDR 426.48 billion in 2024.
Third,
extension of cultivation rights (HGU) and use rights with a realization of IDR 462.85 billion in 2025. This realization increased from IDR 516.46 billion in 2024.
Fourth,
measuring and mapping land parcel boundaries with a realization of IDR 312.21 billion in 2025 and increasing from IDR 280.07 billion in 2024.
Lastly,
checking certificates with actual receipts of IDR 134.66 billion in 2025 and increasing from IDR 131.06 billion in 2024.
