stated that the revision of regulations regarding the loan distribution mechanism for red and white village/sub-district cooperatives will soon be completed.
The revised regulation referred to by Purbaya is the Minister of Finance Regulation (PMK) Number 49 of 2025 to regulate the disbursement of kopdes loans by PT Agrinas Pangan Nusantara (Persero) through the Association of State-Owned Banks (Himbara).
“I’ll check next week and it should be finished,” he said in Jakarta, Sunday (16/11) as quoted by Antara.

The revised regulations, said Purbaya, only require minor adjustments.
“It’s easy, just cross out 1-2 lines, you’re done,” he added.
He explained that the regulation would regulate the mechanism for Agrinas’ loans to Himbara with a guarantee of all installment payments by the government amounting to IDR 40 trillion per year for the next six years.
“We have given Himbara a guarantee condition that the debt will be reimbursed by us. So, Himbara doesn’t need to be afraid and its banking won’t be disrupted either. The risk won’t increase because it’s guaranteed by the government,” he said.
Previously, Minister of Cooperatives Ferry Juliantono stated that the budget requirement for the physical development of red and white village/sub-district cooperatives was estimated at IDR 2.5 billion per location.
Ferry said that currently 7,923 village cooperative areas have begun to have their physical infrastructure built simultaneously.
The financing scheme was distributed to Agrinas which was tasked with carrying out the physical construction of outlets, warehousing and completeness of the red and white village/cell villages.
Ferry said that the first term worth almost IDR 600 billion had been disbursed by Agrinas to implementers in the field as down payments.
Furthermore, he said, the government is targeting to accelerate development in the next two months.By November 2025, incoming land data is expected to reach 40,000 plots, with 20,000 points starting to be built.
He explained that in December the target is 40,000-50,000 new development points, and the total land recorded could reach 80,000 plots.
All physical construction of the Kopdes or Red and White Kopkel is targeted for completion in March 2026.
