Arif believes that cyber regulations are urgent to be passed immediately to protect children from exposure to dangerous content in the digital world.
“In my opinion, it is necessary to propose a Cyber Protection Bill,” said Arif Rahman at the parliament complex, Jakarta, Thursday (13/11).

Arif supports the proposal of the Secretary of the Gerindra Fraction of the DPR RI, Bambang Haryadi, who first initiated the bill.He believes that the widespread use of social media by children at an early age increases the risk of exposure to negative content.
“I agree with Mr. Bambang Haryadi who initiated the proposal for the Cyber Protection Bill. Because of that, the impact of social media users at an early age is serious,” said the NasDem Party politician.
According to Arif, children are now the most vulnerable group of internet users.Many of them access social media without parental supervision, so they are easily exposed to violence, pornography and digital fraud.
He quoted data from the Indonesian Internet Service Providers Association (APJII) which showed that the number of internet users in Indonesia in 2025 would reach 229.4 million people or around 80.66 percent of the total population.Meanwhile, the Ministry of Communications and Digital (Komdigi) noted that 48 percent of them were teenagers under the age of 18 as of October 2024.
“This means that our cyber space has become a play and learning space for children. The state must be present to provide protection,” he said.
Arif said a number of countries now have strict regulations to protect children in the digital space.Australia, for example, prohibits children under 16 from using Instagram and Facebook.
Meanwhile, France requires digital platforms to obtain parental consent before children under 15 create social media accounts.The UK has also implemented the Online Safety Act which tightens the responsibilities of digital platforms for content that poses a risk to children.
In the Philippines, social media users are even required to include their official number and identity when creating an account to prevent misuse of anonymous accounts.
According to Arif, Indonesia needs to immediately take similar steps.He believes that the presence of the Cyber Protection Bill will also strengthen the implementation of Law Number 27 of 2022 concerning Personal Data Protection which will take full effect from October 2024.
“If our children can be protected from negative exposure and leakage of personal data from an early age, it means we are preparing a healthy and safe digital generation,” he said.
