for the benefit of the community after winning a lawsuit at the Central Jakarta District Court (PN Jakpus).
It is known that the panel of judges at the Central Jakarta District Court previously rejected PT Indobuildco’s lawsuit against the Minister of State Secretary (Mensneg) regarding the ownership of the Sultan Hotel which was claimed to be standing on state land which was legally granted through Building Use Rights (HGB).

“Land and buildings that return to this country will be managed optimally to provide greater added value for society and the country,” said PPKGBK Main Director, Rakhmadi A. Kusumo in his statement, Wednesday (10/12).
Rakhmadi said that the Central Jakarta District Court’s decision strengthens the legality of the state as the legal owner of the former HGB land.
“This immediate decision allows the government to immediately organize the area and ensure that the entire process runs according to the law. This decision is also in line with previous decisions which stated that HGB 26 and 27 had expired in March and April 2023,” he said.
Meanwhile, Secretary of the Ministry of State Secretariat, Setya Utama appreciated the decision of the Central Jakarta District Court.Moreover, the land of the Sultan Hotel has historical value and is a state asset.
“The former HGB No. 26 and 27/Gelora land, where the Sultan Hotel stands, is a state asset that was acquired by the government for the IV Asian Games in 1962. This land has historical value and national pride. We appreciate the decision of the Panel of Judges who examined this case carefully,” he said.
For information, through two cases number 208/PDT.G/2025/PN.JKT.PST.and 287/PDT.G/2025/PN.JKT.PST, the judge stated that the state was the legal owner of the Sultan’s land and hotel in the GBK complex area.
The panel of judges also stated that the Sultan Hotel HGB had been abolished by law since 2023, and PT Indobuildco was obliged to vacate the entire Sultan Hotel area, both land and buildings with a decision that could be executed first (uitvoerbaar bij voorraad).
In the future, the Ministry of State Secretariat and PPKGBK will continue to encourage the GBK area to become a center for international standard Meetings, Incentives, Conferences, Exhibitions (MICE) activities in order to provide maximum benefit to the community, nation and state.
On the other hand, the Jakarta State Administrative Court (PTUN) judge actually granted PT Indobuildco’s lawsuit against the Minister of State Secretary (Mensneg) regarding the Sultan Hotel land.
However, the Ministry of State Secretariat and PPKGBK stated that the PTUN’s decision was only administrative in nature and did not hinder or influence efforts to clear the Sultan Hotel land.
“The TUN decision is administrative in nature, which in my opinion cannot hinder or influence efforts to execute the vacancy that has been decided by the Central Jakarta District Court in Civil Case 208/Pdt.G/2025 on November 28 2025,” said the lawyer for the Minister of State Secretary and PPKGBK as the defendant in this lawsuit, Kharis Sucipto, to journalists, Friday (5/12) as quoted from detik.com.
