more expensive up to US$31.95 or the equivalent of Rp. 534,156 (assuming an exchange rate of Rp. 16,720).
This levy applies to airplane tickets or cargo flights sold from 1 April 2026 for flights departing from Singapore starting 1 October 2026. However, passengers who only transit in Singapore do not need to pay this tax.Meanwhile, cargo flight tax is calculated based on per kilogram.
The amount of tax varies, the most expensive for departure to America in business class is IDR 534 thousand.Passengers with economy and premium economy class tickets, as well as short route travel will be charged a lower surcharge.

“Passengers traveling to Southeast Asia will pay an additional fee of US$0.77 (equivalent to Rp. 12,873), while for flights to America it is US$ 7.98 (equivalent to Rp. 133,413),” said the Civil Aviation Authority of Singapore, Monday (10/11) as quoted
Bloomberg.
This SAF tax levy is an effort by the Singapore government to reduce aviation industry emissions.Funds charged to passengers will be used for SAF purchases. This is because Singapore is working to achieve a SAF adoption rate of 3-5 percent by 2030.
The announcement coincides with the COP30 meeting in Brazil, where negotiators from nearly 200 countries will discuss technical details of global efforts to mitigate climate change.
Although this import duty is surprising for some passengers, especially travelers, it turns out the cost is cheaper than the public feared. The government previously estimated import duties between US$2.30 to US$12.28 or the equivalent of Rp. 38,452 to Rp. 205,303.However, it turns out that the reduction in SAF prices resulted in lower duties being determined.
Previously, the Ministry of Energy and Mineral Resources (ESDM) revealed that the price of plane tickets from Indonesia to Singapore and vice versa would skyrocket in 2026. This is because passengers flying from abroad, including Indonesia, to Singapore will be charged a bioavtur fee.
Director General of New, Renewable Energy and Energy Conservation (EBTKE) of the Ministry of Energy and Mineral Resources, Eniya Listiani Dewi, explained the reason because the Singapore government requires airlines to use environmentally friendly fuel, SAF), such as biovatur.
“If you fly to Singapore as of January 1 2026, there will be a tax, the ticket will be more expensive because our plane comes to Changi, the return ticket will be much more expensive because 1 percent of bioavtur is required and the price of bioavtur is charged to passenger tickets,” said Eniya at the Green Economy Expo 2024 at the Jakarta Convention Center, Thursday (4/7), quoted from
Detikfinance.
However, Eniya believes that there is a business opportunity for Indonesia regarding the requirement for airlines to use bioavtur because Indonesia itself is also continuing to develop green fuel. The government is also preparing a draft national road map regarding SAF in Indonesia.
“We want the aviation sector to accelerate bioavtur. The Coordinating Ministry for Maritime Affairs and Investment (Coordinating Ministry for Maritime Affairs and Investment) already has a roadmap for bioavtur for use in airplanes, which has been issued by the Coordinating Ministry for Maritime Affairs and Fisheries,” explained Eniya.
