The Samosir Regent’s SE numbered 23 of 2025 was signed by Vandiko on November 28 2025. The following are the points in the Samosir Regent’s SE:

1. Do not issue recommendations or support for implementing activities that have the potential to damage the environment.
2. Do not accept CSR assistance from companies/institutions from businesses that have the potential to damage the environment, including PT.Toba Pulp Lestari, Tbk and PT.Aqua Farm Nusantara.
3. Receive every public complaint regarding business activities that have the potential to damage the environment to be followed up according to their authority.
Head of Communications and Information Agency Samosir Immanuel TP Sitanggang confirmed the SE issue.According to him, the SE was addressed to all OPDs, sub-district heads and village heads in Samosir.
“That’s right, (it was addressed to the OPD) the same to the sub-district head, to the village head too,” said Immanuel via short message.
Church refuses help from environmental destroyers
Huria Kristen Batak Protestan (HKBP) also called for not accepting aid from companies involved in environmental destruction.This is in connection with various ecological disasters that occurred in the regions of North Sumatra, Aceh and West Sumatra.
“In this regard, HKBP conveys a moral appeal not to accept assistance from individuals, groups, or companies/corporations, including PT Toba Pulp Lestari (TPL),” wrote Pdt.Victor Tinambunan in an Instagram upload from the HKBP Head Office, @kantorcentralhkbp, Tuesday (2/12).
Victor explained that the church should not compromise with interests that conflict with justice and nature conservation.
“The Church must not compromise with interests that conflict with justice and the integrity of creation. HKBP must remain loyal to being a firm, prophetic voice against practices that damage the environment and life,” he wrote.
Before the floods hit Sumatra, North Sumatra Governor Bobby Nasution had also recommended that the Central Government close the operations of PT Toba Pulp Lestari (TPL) following the ongoing agrarian conflict between the company and indigenous communities in Buntu Panaturan, Sihaporas Village, Pematang Sidamanik, Simalungun.
Bobby conveyed this recommendation after meeting with the Joint Secretariat of the Ecumenical Movement for Ecological Justice in North Sumatra at the Office of the Governor of North Sumatra, Monday (24/11)).
“We look at our views on TPL, both long term, medium term and short term. This is what we must both agree on and I said earlier that if the issue is closed we can recommend it,” said Bobby Nasution.
Corporate Secretary Anwar Lawden said that Bobby’s recommendation for closure occurred after there was a demonstration by the local community.
“The recommendation plan emerged after a demonstration by the Joint Secretariat of the Ecumenical Movement (North Sumatra Ecological Justice) on November 10 2025 led by Pastor W. Sitanggang (JPIC Capuchin), Rev. Amin Amir Zaitun Sihite (HKBP), Delima Silalahi, and Jhontoni Tarihoran (AMAN),” said Anwar in an information disclosure quoted on Tuesday (2/12).

However, the company said it had not received the letter from the North Sumatra Provincial Government.
“The company has not received a copy of the recommendation because it is still a plan that will be prepared after the Governor completes the evaluation process of the Company’s operations in a number of districts where the Company operates,” said Anwar.
Apart from that, the company admitted that it did not yet know the scope of the closure recommendation, whether for all business activities or only part of it.However, the company has made efforts to have direct dialogue with Bobby.
“The company has sent a letter for an audience to the Governor of North Sumatra to explain the Company’s position,” he stressed.
Furthermore, he also denied being related to the issue of environmental pollution caused by the company’s operational activities.According to Anwar, the company has followed the rules in all its activities.
“The company firmly rejects accusations that the company’s operations are the cause of ecological disasters. All of the Company’s activities are in accordance with permits, regulations and conditions set by the competent government,” concluded Anwar.
