The Indonesian Law Enforcement Monitoring and Oversight Agency (LP3HI) filed a pretrial lawsuit against
Central Java Regional Police
and
Semarang Police
regarding the alleged termination of the investigation into the murder case of Semarang City Government ASN, Iwan Budi Paulus, which occurred in 2022.
A pre-trial hearing was held at the Semarang District Court, Monday (8/12), presided over by single judge Akhmad Nakhrowi Mukhlis.
In the initial hearing with the agenda for reading the petition, the two respondents, namely the Central Java Regional Police and the Semarang Police, did not attend the trial.

However, according to Nakhrowi, there has been a notification letter from the Central Java Regional Police regarding the reason for the absence.

After the trial, LP3HI’s attorney Boyamin Saiman regretted the absence of power of attorney for the two respondents.In fact, there is enough time, about three weeks since the lawsuit was registered.
He said that in the lawsuit submitted he asked the judge to decide that the respondents should complete the investigation into the death of Iwan Budi Paulus, who was suspected of being the murder victim.
“Through this lawsuit we want to ask for clarity from the Central Java Regional Police and the Semarang Police regarding this case which has been stalled for years,” he said.
Previously, a body was found burned along with a motorbike in the Marina Beach area, Semarang City, Central Java, on September 8 2022.
Together with the body and the motorbike, which was Iwan Budi’s official vehicle, an identity nameplate and a cell phone were found which were thought to belong to Iwan Budi Paulus.
Iwan Budi was reported missing the day before being questioned as a witness at the Special Criminal Investigation Directorate of the Central Java Regional Police regarding alleged corruption in asset certification.
In investigating this case, the Military Police of Kodam IV/Diponegoro also examined two TNI officers suspected of being related to the incident of the ASN’s death.
However, Pomdam IV/Diponegoro does not yet have sufficient preliminary evidence regarding the involvement of the two TNI officers in the alleged murder case of Semarang City Government ASN Iwan Budi Paulus, whose body was found burned in the Semarang Marina Beach area.
