According to Rini, this must be taken into consideration when reviewing the discourse on changing PPPK status to PNS, as proposed by Commission II of the DPR RI.
“Of course they have different paths in terms of entry and ranking. So of course I have to really calculate the impact on the fiscal. Rini said that all policies, including the discourse on adjusting PPPK status to become civil servants, must be based on statutory regulations.This includes adjustments to the personnel selection process itself.
“In my opinion, of course it must be adjusted to statutory regulations. So if for example (the status adjustment is applied) of course it must be followed because everything has to go through a selection process,” he said.
However, Rini emphasized that civil servants and PPPK both have an important role in providing services to the community.
“Both civil servants and PPPK have jobs that serve the public. It’s just that PPPK is the same as PKWT in the private sector, he works based on his professionalism, then he is given a term and the term can be extended, but of course by increasing his competence in accordance with this,” said Rini.
He believes that the most important thing is not just the status of the employee, but also how the government can ensure equal welfare for ASN employees, both PNS and PPPK.
“The most important thing, in my opinion, is not a question of status, but that we are trying to improve the welfare system for ASN. In my opinion, all of them have a very extraordinary role in serving society,” he added.
Rini did not forget to remind ministries/institutions (KL) to start preparing formations for civil servants.This is because new formations for civil servant candidates (CPNS) were not opened at the start of this government because the structural conditions were not yet stable.
One form of instability is the increase in the number of ministries to 48 in the era of President Prabowo Subianto’s government, which was originally only 34 in the government of the 7th President of the Republic of Indonesia Joko Widodo (Jokowi).
Thus, this results in adjustments to the placement of the State Civil Apparatus (ASN) itself.
The discourse on changing PPPK status to PNS emerged at the same time as the process of revising Law Number 20 of 2023 concerning State Civil Apparatus (ASN) was implemented.
Currently, the revision of the ASN Law has been included in the 2025 Priority National Legislation Program (Prolegnas).
