KPK Reveals 16 Ships Acquired by ASDP Abandoned in Shipyard

Indonesia Ferry (Persero) from PT Jembatan Nusantara (JN) is still abandoned in the shipyard.
This condition is a finding of the Corruption Eradication Commission based on checks in May 2025.
“Of the total of 53 PT JN ships acquired by PT ASDP, investigators have carried out checks in the field, and it turns out that of the total, 16 ships are still in the dock or shipyard after repairs and maintenance have been carried out,” said KPK spokesperson Budi Prasetyo, Monday (24/11) evening.

“The ship is not yet operational because there are still arrears, payments for maintenance or repair costs have not been made,” he continued.
Budi said this had an impact on the company’s profit and loss.
“Of the 16 ships that are still docking, including 4 ships in Riau, 4 ships in Tanjung Priok, as well as at several other shipyards in various regions in Indonesia,” added Budi.
Budi said that until now PT JN, which had been acquired, was still recording losses.If the acquisition is not carried out, ASDP’s profits could actually be higher.
Apart from that, the ships taken over from PT JN are old, not functioning optimally, and have the potential to endanger passenger safety.
“ASDP is profitable overall, but in the PT JN acquisition ecosystem to this day it is still making losses,” said Budi.
Previously, the panel of judges at the Jakarta Corruption Court sentenced the President Director of PT ASDP for the 2017-2024 period, Ira Puspadewi, to 4 years and 6 months in prison and a fine of Rp. 500 million, subsidiary to 3 months in prison.
Meanwhile, the Director of Commercial and Services of PT ASDP Muhammad Yusuf Hadi and the Director of Planning and Development of PT ASDP for the period June 2020-present Harry Muhammad Adhi Caksono were sentenced to 4 years in prison each and a fine of IDR 250 million, subsidiary to 3 months in prison.
According to the judge, the defendants have been proven to have committed criminal acts of corruption which caused state financial losses of up to IDR 1.25 trillion in the Business Cooperation (KSU) and acquisition of PT JN by PT ASDP in 2019-2022.
Case number: 68/Pid.Sus-TPK/PN.Jkt.Pst was examined and tried by the chairman of the Sunoto panel with member judges Nur Sari Baktiana and Mardiantos.The decision was not unanimous, aka it was colored by differences of opinion or Sunoto’s dissenting opinion.
According to him, Ira et al should be acquitted (
ontslag van alle recht vervolging
) because there was no criminal act of corruption in the KSU case and the acquisition of PT JN by PT ASDP.
He views that it is more appropriate to resolve the case in a civil manner because the actions of Ira et al in acquiring PT JN are protected by the principles of the Business Judgment Rule (BJR).
