“For the Hajj quota case, today investigators summoned the witness Mr. SC, former Director of Overseas Hajj Services at the Indonesian Ministry of Religion,” said KPK spokesperson Budi Prasetyo in a written statement, Wednesday (12/11).

Subhan answered the summons of KPK investigators at around 08.39 WIB.It is not yet known what specific material investigators intend to investigate Subhan.
The Corruption Eradication Commission (KPK) will usually convey this when the investigation is complete.
In the ongoing process, the Corruption Eradication Commission (KPK) has examined more than 350 travel or Hajj and Umrah travel agencies as well as a number of officials from the Ministry of Religion.
The Corruption Eradication Commission (KPK) is still focused on exploring two things, namely the distribution of additional quotas and the flow of money.
Investigators are currently investigating the order flow of how the additional Hajj quota of 20,000 is divided into 50 percent for special and 50 percent for regular.
In fact, Article 64 paragraph 2 of Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage regulates the distribution of a special Hajj quota of 8 percent and a regular Hajj quota of 92 percent.
The Corruption Eradication Committee (KPK) is collaborating with the Financial Transaction Reports and Analysis Center (PPATK) to trace the flow of money related to the buying and selling of the special Hajj quota.
On Thursday, October 23 2025, investigators confiscated an unknown amount of money in foreign currency when examining three witnesses at the Yogyakarta Police.The witnesses are in the names of Lili Widojani Sugihwiharno, Muhammad Muchtar, and Ahmad Bahiej as parties from the Special Hajj Organizer (PIHK) or the Hajj travel agency.
The KPK has prevented three people from traveling abroad for six months.They are former Minister of Religion Yaqut Cholil Qoumas, his special staff Ishfah Abidal Aziz or Gus Alex, and the owner of the Maktour Travel travel agency, Fuad Hasan Masyhur.
The Corruption Eradication Committee (KPK) has also searched a number of places, such as Yaqut’s residence in Condet, East Jakarta, the Hajj and Umrah travel agent’s office in Jakarta, the ASN house of the Ministry of Religion in Depok, and the room of the Directorate General of Hajj and Umrah Organizations (PHU) of the Ministry of Religion.
Many pieces of evidence allegedly related to the case were confiscated.These include documents, electronic evidence (BBE), four-wheeled vehicles and property.
Based on the KPK’s initial calculations, it was found that state losses in the alleged corruption case in the additional Hajj quota for 2023-2024 reached more than IDR 1 trillion.These findings will be further coordinated with the Financial Audit Agency (BPK).
