According to an official at the immigration ministry, Is Edy Eko Putranto, this policy is intended as a replacement for dual citizenship.
The new policy is called Global Citizenship of Indonesia (GCI).The program is modeled on India’s Overseas Citizenship of India (OCI) scheme, which grants unlimited residency permits to Indian descendants abroad.
“GCI is a step to overcome the problem of dual citizenship by granting permanent residence permits to foreign citizens who have strong ties to Indonesia,” Putranto told Reuters on Saturday (22/11).
He also said that the Indonesian diaspora could play a role in supporting national development.
According to Putranto, former Indonesian citizens, foreign citizens of Indonesian descent up to the second generation, and children from mixed marriages can apply for this permit.
The push to open up dual citizenship is increasing as many Indonesian citizens go abroad for better opportunities, sparking fears of a ‘brain drain’.
Quoting the Indonesian University of Education (UPI), brain drain is a phenomenon when smart and talented people leave their own country and choose to settle in another country.
“The ministry sees ‘brain drain’ as an opportunity by giving special rights to the diaspora so that Indonesian talent can return or continue to contribute from abroad,” said Putranto.
According to data from the Directorate General of Immigration, as many as 4,000 Indonesian citizens became Singaporean citizens from 2019 to 2022.
Indonesia is the fourth most populous in the world, with a population of 280 million people.
