Hajj Quota Case, KPK Will Again Investigate Former Minister of Religion Yaqut This Week

this week.
The examination is related to the investigation into a case of alleged corruption in determining quotas and organizing the Hajj pilgrimage at the Ministry of Religion for 2023-2024.
Acting Deputy for Enforcement and Execution of the Corruption Eradication Committee, Asep Guntur Rahayu, said that investigators had sent a summons for investigation last week.

“Will the former Minister of Religion be summoned in the near future? Yes, just wait. At that time… we sent the letter last week, possibly this week if I’m not mistaken (the examination),” said Asep when confirmed at his office, Jakarta, Monday (15/12).
This is Yaqut’s second schedule for being examined.
In the first agenda on Monday, September 1 2025, investigators questioned Yaqut regarding the different rules for the additional Hajj quota for 2023-2024.
Similar material was also investigated through Yaqut’s special staff who is the Chair of the Nahdlatul Ulama (PBNU) Executive Board, Ishfah Abidal Aziz, who was also questioned as a witness on that day.
The additional Hajj quota was obtained after the 7th President of the Republic of Indonesia Joko Widodo (Jokowi) held a bilateral meeting with the Crown Prince who is also the Prime Minister (PM) of the Kingdom of Saudi Arabia, Mohammed bin Salman Al-Saud, on October 19 2023.
Based on Article 64 paragraph 2 of Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage, the special Hajj quota is set at 8 percent of the Indonesian Hajj quota.
The special Hajj quota consists of special Hajj pilgrims and special Hajj officers.
The remaining 92 percent is allocated for the regular Hajj quota.
The additional Hajj quota of 20,000 should be distributed to 18,400 regular Hajj pilgrims or the equivalent of 92 percent, and the special Hajj quota of 1,600 or the equivalent of 8 percent.
Thus, the number of regular Hajj pilgrims, which was originally only 203,320, would increase to 221,720 people.Meanwhile, the number of special pilgrims, which was originally 17,680, will increase to 19,280 people.
However, what happened was that the distribution was divided into 10,000 for the regular Hajj quota and 10,000 for the special Hajj quota.
This is as stated in the Decree (SK) of the Minister of Religion Number 130 of 2024 which was signed by the Minister of Religion at that time, Yaqut Cholil Qoumas, on January 15 2024.
In the ongoing process, on August 11 2025, the Corruption Eradication Commission (KPK) issued a Decree prohibiting traveling abroad for Yaqut Cholil Qoumas, his staff, especially Ishfah Abidal Aziz, and the owner of the Maktour Travel travel agent, Fuad Hasan Masyhur.
The Corruption Eradication Committee (KPK) has also searched a number of places, such as Yaqut’s residence in Condet, East Jakarta, the Hajj and Umrah travel agent’s office in Jakarta, the ASN house of the Ministry of Religion in Depok, and the room of the Directorate General of PHU of the Ministry of Religion.
Many pieces of evidence allegedly related to the case were confiscated.These include documents, electronic evidence (BBE), four-wheeled vehicles and property.
