The government prepares Government Regulations (PP) which regulate the placement of members

active in civil office.
Recently, the National Police Regulation (Perpol) of the Republic of Indonesia Number 10 of 2025 which regulates the placement of active members in civil positions has sparked controversy.

The regulations stipulate that there are 17 ministries/institutions that can be filled by active police officers.
“And we came to an agreement that we will immediately prepare a draft government regulation to implement the provisions in Article 28 paragraph 3 of Law 2/2002 concerning the National Police, and implement Article 19 of Law No. 20 of 2003 concerning ASN,” said Coordinating Minister for Law and Human Rights Imipas Yusril Ihza Mahendra in Jakarta, Saturday (20/12).
Yusril said that until now the civil positions that members of the National Police may occupy have not been regulated at the Government Regulation level.
He admitted that Indonesian President Prabowo Subianto had also approved the drafting of this Government Regulation.
Apart from that, Yusril said that the Ministry of Pan-RB and the Ministry of State Secretariat had also prepared a draft draft of the Government Regulation.
Yusril also admitted to paying attention to various opinions, input, and criticism and suggestions regarding the issue of Perpol 10/2025 which has been widely discussed recently.
“The National Police Chief’s regulations are of course limited in scope, internal to the National Police, but because this concerns Ministries/Institutions and implementing the provisions in the ASN and Police Law, it must be regulated in the form of a government regulation,” he said.
Meanwhile, Chairman of the National Police Reform Acceleration Committee, Jimly Asshidique, hopes that the discussion of the PP will be completed as soon as possible. He is targeting the regulation to be completed in January 2026.
“Hopefully in the not too distant future, say next January, a Government Regulation will provide a solution to the chaos of various problems regarding the issue of holding multiple positions,” said Jimly.
At the same time, National Police Chief General Listyo Sigit Prabowo stated that there would be orderly regulations.
He stated that the National Police would respect whatever was regulated in the Government Regulation.
“We thank the president, the Coordinating Minister for Law, who then took the resolution of this problem to a higher level,” said Listyo.
Police Regulation No.10 of 2025 has recently sparked controversy in society.This regulation was signed by Listyo on December 9, there are 17 ministries/institutions that can be filled with active police officers.
Article 3 of the regulation states that the implementation of the duties of National Police Members in positions within the ministry/institution/agency/commission;and International Organizations or foreign country representative offices domiciled in Indonesia.
The duties of National Police Members in ministries/agencies/agencies/commissions can be carried out in the Coordinating Ministry for Politics and Security, Ministry of Energy and Mineral Resources, Ministry of Law, Ministry of Immigration and Corrections, Ministry of Forestry.
Then the Ministry of Maritime Affairs and Fisheries, Ministry of Transportation, Ministry of Protection of Indonesian Migrant Workers, Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, National Resilience Institute, Financial Services Authority, Center for Financial Transaction Reports and Analysis.
Apart from that, there are also the National Narcotics Agency, the National Counter-Terrorism Agency, the State Intelligence Agency, the National Crypto Cyber Agency, and the Corruption Eradication Commission.
