Deputy Speaker of the DPR, Cucun Ahmad Syamsurizal, said that the DPR leadership had held a leadership meeting and scheduled the ratification of the RKUHAP at tomorrow’s plenary session.
“It’s already at level one. It’s ready. It was neatly done earlier. It’s scheduled,” said Cucun at the parliament complex, Jakarta, Monday (17/11).

Previously, the RKUHAP Working Committee (Panja) in Commission III of the DPR agreed that the bill would be brought to the plenary session to be passed into law.
This agreement was taken at a level I decision-making meeting at Commission III of the DPR, Thursday (13/11).The meeting was attended by government representatives through Minister of State Secretary Prasetyo Hadi and Deputy Minister of Law Edward Sharif Omar Hiariej or Eddy Hiariej.
As many as eight or all factions in Commission III of the DPR at a meeting agreed that the RKUHAP would immediately be passed into law in the nearest plenary session.
Some compact factions believe that the RKUHAP must be updated immediately because it is already 44 years old since it was first passed in 1981 under President Soeharto.
There are a number of substances in the changes to the Criminal Procedure Code through this revision.Among other things, adjusting the criminal procedure law to the new Criminal Code, improving the authority of investigators, investigators and prosecutors, strengthening the rights of suspects and defendants, and strengthening the role of advocates.
“We ask for approval from the members of Commission III and the government whether the RKUHAP text can be continued at the second level of discussion, namely the decision making on the RKUHAP which will be scheduled at the nearest DPR plenary meeting, Agree?”said Chairman of Commission III DPR Habiburokhman who chaired the meeting.
“Agreed,” answered the meeting participants in unison.
The civil society coalition objected, feeling like they were profiteering
On the other hand, a civil society coalition consisting of a number of figures and non-governmental organizations
concerns
on issues related to the RKUHAP, he also spoke loudly.In a joint press conference on Sunday (16/11), they considered that the discussion of the RKUHAP was still flawed, both formally and materially, so they were urged not to discuss it at the plenary level before it was passed into law.
“So we see that from some of what we mentioned, the substance is still very problematic. Therefore, we urge the President of the Republic of Indonesia to remind legislators, to remind government representatives who are discussing the KUHAP Bill to then stop the discussion process,” said Deputy Chair of the Indonesian Legal Aid Foundation (YLBHI) Arif Maulana.
Not only that, a number of elements in the coalition also felt that they were being taken advantage of by legislators, even though what was conveyed did not have the input of civil society.
The problems referred to by Arif include highlighting the process of the Working Committee (Panja) meeting of the KUHAP Bill which will take place on 12-13 November 2025.
At the meeting, the Government and Commission III of the Indonesian House of Representatives discussed input on articles which were claimed to have come from input from a civil society coalition consisting of YLBHI, the Community Legal Aid Institute (LBHM), the Indonesian Judicial Research Society (IJRS), the APIK Legal Aid Institute, the Lokataru Foundation, the Indonesian Legal Resource Center (ILRC), the National Coalition of Disability Organizations, and the Alliance of Independent Journalists (AJI).
“First, at the Panja Meeting the government and Commission III of the DPR RI presented several articles which they claimed were input from various civil society organizations which are part of the coalition,” he said.
“However, some of the input read at the Panja meeting turned out to be inaccurate and even had significant differences in substance with the input we provided through various channels, including through public hearings (RDPU) or through submission of a rival draft of the KUHAP Bill or other input documents to the DPR and the Government,” he continued.
Therefore, they considered that the RKUHAP working committee meeting was an orchestration of lies to give the impression that the DPR and the Government as lawmakers had accommodated input.
“In fact, this is a form
meaningful manipulation
by inserting problematic articles in the name of coalitions or civil society organizations,” he said.
Apart from that, the coalition also highlighted the very short and insubstantial discussion of the RKUHAP.The latest discussion is said to show no changes compared to the draft in July 2025.
This coalition issued an open summons to the President, DPR, Ministry of Law and Ministry of State Secretariat.
