said the Draft Criminal Procedure Code (
RKUHAP
) was discussed for more than a year before it was passed into law yesterday.
He explained that the order to establish the KUHAP was only received in early November 2024. After that, it continued to roll out until it was declared a DPR initiative in February 2025.
“Then there was a letter from the President to the Minister of State Secretary and the Minister of Law to discuss it. Then when we received the letter on February 19, we received the letter, 5 days later, February 24, it invited experts to discuss this KUHAP Bill, and it continued, there were probably around 5-6 meetings,” said Eddy in the broadcast.

He explained that since last July, the DPR had held more than 130 public hearings (RDPU) to discuss the RKUHAP with various elements of society.
Eddy does not deny that the government and DPR cannot 100 percent accommodate all aspirations because there are many considerations in preparing the RKUHAP.
“That’s public participation, that means those invited by the DPR. However, the DPR and the government themselves went to campuses in various regions to socialize the KUHAP Bill,” he said.
Eddy also explained that in discussions on Wednesday (12/11) and Thursday (13/11), there were 30 new issues in the RKUHAP.
He also denied that there was information that said the RKUHAP that was passed was the same as the draft in July.
“There is every issue, whose proposal is it, whose proposal is it, whose proposal is it. That shows that we are meaningful participation. So we listen to input, we discuss it, we consider the formulation like this,” he said.
The 8th Plenary Meeting for the 2025-2026 II session, chaired by the Chair of the Indonesian House of Representatives, Puan Maharani, previously officially ratified the RKUHAP.
The second level decision-making meeting was held after the RKUHAP had previously been approved by eight factions in the DPR Commission III Working Committee (Panja) on Thursday (13/11).
