, it was recorded that the relevant agencies in DKI – including in all six city/district administrative areas – had handled 1,917 cases until November 2025. The high number of reports of cases of violence is also proof that many victims have the courage to report them.
Meanwhile, the highest total for victims of violence against children and women was based on the city or victim’s ID card, with the highest number being in East Jakarta with 513 victims, followed by South Jakarta with 337 victims, and West Jakarta with 316 victims.

Head of the DKI Jakarta PPAPP Service, Iin Mutmainah, stated that his party continues to intensify efforts to prevent and handle violence against women and children through a series of 16-day anti-violence campaigns.
“Today we are in East Jakarta in order to campaign for us to go around the administrative city, in order to prevent violence and create comfort for women and children,” said Iin at the East Jakarta Mayor’s Office, Monday (1/12).
He said this series of activities had started with a kick off by the Deputy Governor of DKI Jakarta Rano Karno together with the National Commission on Violence Against Women and the Indonesian Child Protection Commission (KPAI) at Balai Agung on November 22.
Courage to report
The high number of reports of cases of violence is also proof that many victims have the courage to report it.However, previously the Governor’s Special Staff for Public Communications, Chico Hakim, even revealed that, according to the 2025 national survey, 70 percent of victims of violence against women and children were reluctant to report for fear of stigma.
Not infrequently, the victims are blamed, gossiped about and judged badly, which ultimately makes them choose to keep their mouths shut.
Meanwhile, Iin said that the high number of cases of violence against women and children in 2025 in Jakarta is actually seen as positive, because it shows that public awareness is increasing and they have the courage to reveal cases of violence they have experienced.
Nevertheless, the Jakarta Government is also trying to address this problem, one of which is that the Jakarta PPAPP Service is trying to mitigate potential risks by drafting a revision of Regional Regulation (Perda) Number 8 of 2011 concerning the Protection of Women and Children from Acts of Violence.
This regional regulation will be revised into two regional regulations in 2026, namely the Regional Regulation on the Protection of Women and the Regional Regulation on the Implementation of Child Friendly Cities and Districts.
“This will later be included in the substance of Law Number 12 of 2022 concerning Crimes of Sexual Violence (TPKS). In Regional Regulation Number 8 of 2011 there is no mention of TPKS. So, in 2026 we will discuss including the substance in this TPKS Law,” said Iin.
The DKI Provincial Government has also taken several steps, such as providing Women and Child Protection Center (PPPA) services which operate 24 hours and have treated 1,698 victims until October 2025.
This information includes the 24-hour Hotline for the Women and Children Protection Center at 0813 1761 7622, the Jakarta Alert 112 Call Center, 44 Friends of Women and Children Posts (SAPA) at RPTRA, as well as the Family Service Center (PUSPA) consultation service via the puspa.jakarta.go.id website.
Then an Early Warning System is provided at the sub-district and sub-district levels to detect potential violence more quickly.
Not only that, the Jakarta Government also formed a Safe House and the Jakarta Guard Task Force to expand support for victims and strengthen prevention.
Sexual violence against children
Based on 1,917 cases recorded at the DKI PPAPP Service, Iin explained that the most cases were cases of sexual violence against children with 588 cases or 21.9 percent, women were victims of domestic violence (KDRT) with 412 cases or 15.4 percent.
Then women became victims of psychological violence in 318 cases or 11.9 percent and women became victims of physical violence in 276 cases or 10.3 percent.
The location of violence against women and children most often occurred in the home with 1,132 cases or 56.3 percent, on the street with 135 cases or 6.7 percent.
Then in boarding houses there were 126 cases or 6.3 percent, in schools there were 119 cases or 5.9 percent, then in rentals 88 cases or 4.4 percent, and in hotels 86 cases or 4.3 percent.
Then, the most reported perpetrators of violence against women and children were husbands with 503 cases or around 22.3 percent, then friends with 351 people or 15.7 percent, and unknown people with 281 cases or 12.6 percent.
Then, violence perpetrated by neighbors was 203 cases or 9.1 percent, violence perpetrated by biological fathers was 197 cases with 8.8 percent, and boyfriends with 147 cases or around 6.6 percent.
