Plt.Deputy for the Implementation of BKN ASN Management Services Aris Windiyanto said this change was a form of commitment to strengthening the application of the principle of meritocracy in the management of the State Civil Apparatus (ASN).
“It is necessary to develop objective, standardized and valid measuring instruments using scientific methodology and psychometric principles so that measuring instruments can be trusted (
reliable
) and really measure what should be measured (valid),” said Aris through an official statement on the BKN website, Friday (7/11).

The development of the test equipment was carried out by the ASN Competency Assessment Center (Puspenkom ASN).There are several new measuring tools implemented by BKN this year.
For example, the Situational Judgment Test (SJT) for Middle High Leadership Positions (JPT), Morscale as a tool for measuring ASN suitability values, cognitive measuring tools, as well as several simulations that will be used in Assessment Center activities.

.There were 22 participants from central and regional agencies taking part in this trial.
“Through the development and testing of this measuring tool, it is hoped that the ASN potential and competency assessment system will become more accurate, objective and standardized,” quoted from BKN’s statement.
Apart from civil servant competency test tools, BKN has also prepared a morality instrument which functions to measure the moral values and integrity of ASN.
According to Aris, measuring morality is important to answer the need for objectivity in assessment along with changes in social dynamics and society’s demands for the integrity of ASN.
