National Human Rights Commission
welcomes the proposal from Commission III DPR RI to form a joint fact-finding team (
TGPF
) to explore the findings of two skeletons of fire victims at the ACC building, Kwitang, Central Jakarta, Thursday (30/10).
Komnas HAM Monitoring and Investigation Commissioner Saurlin P Siagian proposed that the TGPF be filled with independent parties.
“Please let the government create a TGPF, but if the government forms a TGPF, it would be better if it had to be a team that is sourced, from independent people. So, in my opinion, feel free to create a TGPF by the government. That’s also good,” said Saurlin when contacted, Tuesday (11/11).

However, according to him, it would be inappropriate for Komnas HAM to be included in the TGPF.
He explained that Komnas HAM has its own authority and has the principle of independence in conducting investigations in accordance with Law 39 of 1999 concerning Human Rights.
“In monitoring there is evidence collection, there are requests for information, there are also investigations,” said Saurlin.
He said that Komnas HAM was monitoring and investigating the demonstration events at the end of August. The incident of the discovery of two human skeletons is among those being studied.
Saurlin explained that Komnas HAM had requested it from the ACC building and Polda Metro Jaya.
“We included this in our report as being included in the cluster of people who died, an increase of two people. What is the reason? This is what we are looking into. We also want to see the results of examinations, photos, visuals and also DNA examination,” he said.
He explained that the monitoring report was targeted to be completed by the end of this year.
“So we will report later when everything is finished. There were lots of incidents, not just deaths. There were incidents where nine people died, arrests, detentions, suspects, riots, arson, and so on. We are currently piecing together these events,” said Saurlin.
Previously. The police succeeded in identifying two human skeletons found in the Astra Credit Companies (ACC) Kwitang Building, Central Jakarta, some time ago.
Based on DNA tests on the victim’s family carried out by the National Police Hospital, the two human skeletons are identical to Reno Syahputra Dewo and Muhammad Farhan Hamid – people who were reported missing since the demonstration at the end of last August.
In line with these findings, Member of Commission III DPR Abdullah encouraged the formation of a joint fact-finding team (TGPF) to explore the findings of the two victim frames.
According to Abdullah, this step is important to answer various allegations of irregularities that emerged in the findings as conveyed by the Commission for Missing Persons and Victims of Violence (KontraS).
“I propose the formation of the Farhan and Reno Framework TGPF, but first communicate with the families of the victims,” said Abdullah when contacted, Tuesday (12/11).
Regarding a number of violence and riots that occurred during the wave of demonstrations and post-demonstrations last August throughout Indonesia, the government decided not to form a TGPF to investigate this.
On the other hand, independent state institutions such as Komnas HAM, Komnas Perempuan, and LPSK stated that they had formed their own joint independent fact-finding team regarding the violence and unrest that continued with the wave of demonstrations at the end of last August.
