Deputy Minister of Agriculture (Wamentan) Sudaryono officially received a Doctoral degree after undergoing a doctoral promotion trial at the Auditorium of the Faculty of Economics and Management, Bogor Agricultural Institute (IPB), Bogor, Monday (15/12).
In this session, the Deputy Minister of Agriculture, who is familiarly called Mas Dar, defended his dissertation entitled ‘Evaluation and Strategy for Optimizing BUMN Performance after the Holdingization Policy in Indonesia’.
In his dissertation, Deputy Minister of Agriculture Sudaryono emphasized that State-Owned Enterprises (BUMN) are a direct embodiment of the mandate of the 1945 Constitution, so that their performance and governance are greatly influenced by state policy.

“BUMN is a state instrument, owned by the state, its consumers are mostly the state and the people, so the success of BUMN is largely determined by the direction of government policy,” said Sudaryono in an official statement.
Sudaryono believes that President Prabowo Subianto’s decision to strengthen the BUMN holding policy is the right step.
“Holdingization is a strategic decision to increase the efficiency and competitiveness of BUMN. This is not just about corporations, but about how the state can be more effective for the people,” he said.
Furthermore, Sudaryono explained that post-holding, strengthening managerial aspects and performance monitoring became the main need.
“Our research conclusions show that strengthening management and performance monitoring, especially in managing cash flow and debt, must be a priority after holdingization,” said Sudaryono.
“Holdingization is not enough to just unify the business structure. What is no less important is accelerating the alignment of governance from the parent company to all subsidiaries, so that management standards, transparency and accountability are uniform,” he added.
Meanwhile, Minister of Agriculture (Mentan) Andi Amran Sulaiman, as one of the examiners, emphasized that Deputy Minister of Agriculture Sudaryono’s dissertation had major strengths because it was supported by evidence of real performance.
“He not only writes, but has worked, has processed it, and has proven it. The evidence is clear,” said Amran.
Minister of Agriculture Amran explained that when Sudaryono served as Chairman of the Bulog Supervisory Board, the company’s performance made positive achievements.This success continued when Sudaryono became President Commissioner of PT Pupuk Indonesia.
Efficiency at Pupuk Indonesia has resulted in savings of up to IDR 4.1 trillion while strengthening the mechanism for fertilizer subsidies paid by the state on target.Minister of Agriculture Amran also highlighted the huge potential of BUMN nationally.
“Bulog’s stock today reached 3.7 million tons and God willing, it will be the highest in the next two weeks. This is because its performance is good. Once he moved to Pupuk Indonesia, for the first time in history, fertilizer prices fell by 20 percent without adding to the APBN. Those who benefited directly were around 115 million Indonesian farmers,” said Minister of Agriculture Amran.
“Our BUMN assets are around IDR 16,500 trillion, but the return on assets is only around 2 percent. The international standard is at least 10 percent. The President asked that it doesn’t need to be 10 percent, 9 or even 5 percent. If this can be done across all BUMNs, economic turnover could reach IDR 1,000 trillion and encourage GDP growth significantly,” added the Minister of Agriculture.
Closing the promotion session, Deputy Minister of Agriculture Sudaryono emphasized that academic research and policy practice must go hand in hand.For him, strengthening food BUMN is not just a matter of corporate performance, but rather the strategic foundation of strategic programs including food sovereignty.
