approved at least four draft regional regulations (raperda) to become regional regulations (Perda) at the plenary meeting, last Tuesday (23/12).
Draft Regional Regulations (Ranperda) concerning Utility Networks, Non-Smoking Areas (KTR), Implementation of Education and Changes in the Legal Entity Form of the Regional Public Company Air Drinking Jaya.

All members of the Council stated that they agreed to ratify the Draft Regional Regulation on the Implementation of Education to become a regional regulation (perda).
Likewise the Draft Regional Regulation on KTR and also the Draft Regional Regulation on Utility Networks.All members of the Council agreed to make the Draft Regional Regulation into a Regional Regulation.
Meanwhile, when the chairman of the meeting requested approval for the Draft Regional Regulation on Changes in the Legal Entity of the Air Minum Jaya Regional Public Company (Perumda) to become the Air Minum Jaya Limited Liability Company (Regional Company), there was resistance from the PSI and Democrat Fractions.
However, the draft regional regulation was still passed as a regional regulation because more than half of the council members approved it.
“With the approval of all the draft regional regulations, the four draft regional regulations have legally become regional regulations,” said Deputy Chairperson of the DKI Jakarta DPRD Rani Mauliani while chairing the Plenary Meeting in Jakarta, Tuesday.
Education Regulation
After the plenary meeting last Tuesday, Deputy Governor of DKI Rano Karno said that the Regional Regulation on the Implementation of Education ensures that every child in Jakarta has the right to quality education and is an investment to give birth to a competitive and cultured generation.
The regional regulation passed by the DKI DPRD in a plenary meeting on Tuesday is an update to Regional Regulation Number 8 of 2006 concerning the Education System which has been in effect for 19 years.
“The need to provide more adaptive, quality and equitable education is the driving force for change,” Rano said at the people’s representative building last Tuesday.
According to him, changes must be supported by relevant legal provisions so that Jakarta has educational standards that are able to compete at the international level while remaining rooted in noble values and local wisdom.
The Regional Regulation on the Implementation of Education focuses on a number of things, namely increasing accessibility and equality of education, guaranteeing and improving the quality of education as well as a commitment to 13 years of compulsory education.
Other things include expanding and refining policies, including local character and wisdom, developing the quality of educators, funding education and collaborating and optimizing educational data.
Apart from that, it also contains the direction and role of education stakeholders, including local government, community, education providers and students.
Meanwhile, Chairman of the Regional Regulation Formation Agency (Bapemperda) of the DKI Jakarta DPRD, Abdul Aziz, said that the preparation of the Regional Regulation on the Implementation of Education was based on philosophical, sociological and juridical considerations.
This includes alignment with national policies and Constitutional Court (MK) decisions regarding education financing.
“So it is worth agreeing together and enacting it as a Regional Regulation as a form of the DPRD’s policy alignment with the future of education and improving the quality of human resources,” said Aziz.
Regulation on Non-Smoking Areas
Apart from that, Rano emphasized that the essence of Smoke Free Zones (KTR) is not about a total ban or discrimination against smokers but rather providing equal rights to clean air and a healthy environment for all Jakarta residents.
“(This is) especially vulnerable communities such as children, pregnant women and the elderly,” he said.
He said that the Draft Regional Regulation (Raperda) regarding KTR, which was finally officially approved as a Regional Regulation on Tuesday, had comprehensively considered various aspects on macroeconomic aspects.
This includes the contribution of the cigarette industry as well as long-term economic losses due to the burden of health costs and reduced citizen productivity.
“The executive believes that with a healthier society, productivity will increase and will ultimately create a stronger and more sustainable economic climate,” said he, who is familiarly known as Bang Doel.
Previously, the policies governing KTR in Jakarta were only in the form of gubernatorial regulations (pergub).Namely DKI Jakarta Gubernatorial Regulation Number 75 of 2005 and its amendment to DKI Jakarta Gubernatorial Regulation Number 88 of 2010 concerning No-Smoking Areas.
DKI Jakarta is one of the regions in Indonesia that does not yet have a Regional Regulation (Perda) regarding KTR along with several other cities in Aceh and Papua Provinces.
In fact, Health Law Number 17 of 2023 requires regional governments to determine and implement KTR in their respective regions.
