Witness and Victim Protection Agency (
LPSK
) handed over compensation of IDR 3.9 billion to 29 victims and heirs of victims of criminal acts of terrorism in the Central Sulawesi region.
In detail, compensation was handed over to 27 Victims of Past Terrorism (KTML) and 2 victims based on court decisions.
The handover of compensation was carried out at the Central Sulawesi High Court (PT) Office by the Deputy Chair of LPSK Susilaningtias together with the Daily Executive Chair of PT Central Sulawesi Tri Rachmat Setijanta and attended by representatives of the Regional Leadership Coordination Forum (Forkopimda) of Central Sulawesi Province last Friday (12/12).

“The handover of this compensation is given as a form of state presence in fulfilling the rights of victims of criminal acts of terrorism,” said Susi in a press statement, Saturday (13/12).
Compensation of IDR 500 million was given to 2 heirs of victims of criminal acts of terrorism in Tindaki Village, Parigi Moutong Regency, Central Sulawesi, in 2019.
The handover of compensation was carried out based on the Determination of the Parigi District Court (PN) Number: 1/KOM.PID/2025/PN Parigi dated 14 October 2025.
On the same occasion, LPSK also handed over compensation of IDR 3,405,000,000 to 27 KTML in the Tentena, Poso and Palu areas.
This right is based on the Constitutional Court (MK) decision which extended the deadline for submitting requests for compensation and medical, psychological and psychosocial assistance until June 22 2028.
Susi said that providing compensation was a concrete manifestation of the state’s responsibility to victims of criminal acts of terrorism as mandated in Law Number 5 of 2018 concerning Eradication of Criminal Acts of Terrorism.
According to him, this regulation is an important milestone in strengthening the protection and restoration of victims’ rights.
“Law Number 5 of 2018 is a progressive regulation and shows the state’s support for victims of terrorism. The state is present to ensure that victims and heirs obtain their rights, including through a compensation mechanism,” said Susi.
He added that the Constitutional Court’s decision reopened access to justice for victims – who had not previously had the opportunity to submit a request – by extending the deadline for applying for compensation for victims of past terrorism.
This extension is considered an important step in ensuring the fulfillment of victims’ rights in a more fair and inclusive manner.
Susi understands that the value of the compensation given is certainly not commensurate with the suffering experienced by victims of criminal acts of terrorism.However, he said, it is hoped that compensation can help the victim’s recovery process as well as become a symbol of the state’s presence.
“This compensation may not fully replace the suffering of the victims, but at least this is a form of state responsibility and concern. LPSK hopes to continue to strengthen synergy with regional governments, law enforcement officials, related ministries and institutions, as well as the community in the protection and recovery of victims,” he stressed.
Susi views the need for strong synergy between LPSK, the National Counter-Terrorism Agency (BNPT), regional government, Police, Prosecutor’s Office, as well as other related ministries and institutions with active support from the community.
This cross-sector synergy is considered important to ensure that efforts to protect and recover for victims of crime, especially victims of criminal acts of terrorism, can run sustainably, comprehensively and fairly.
From 2016 to 2024, explained Susi, LPSK has distributed compensation to 785 victims for 60 incidents of criminal acts of terrorism in various regions of Indonesia.
Of this number, 213 victims received compensation worth IDR 14,382,333,021, while 572 other victims received compensation amounting to IDR 98,925,000,000 through a non-court decision mechanism for KTML.
The total compensation given by the state to victims of criminal acts of terrorism through LPSK reached IDR 113,802,333,521.
