Zero ODOL Presidential Decree is being prepared, implementation target is 2027 in Java

Middle Expert Policy Analyst of the Coordinating Ministry for Infrastructure and Regional Development (Kemenko IPK) Edi Susilo explained that his ministry is currently drafting a presidential regulation (Perpres) to implement zero Over Dimension Over Loading (
ODOL
) in 2027.
The preparation is said to include a national action plan consisting of nine strategic steps.These nine plans will become an integral part of the Presidential Decree on Strengthening the National Logistics System.
“This Presidential Decree will be the main legal umbrella for strengthening the national logistics system. Each action plan from the nine points will be the main task of the relevant ministries and technical institutions, while we at the Coordinating Ministry are tasked with coordinating, synchronizing and controlling,” said Edi, in Kudus, Tuesday (11/11), as reported.

Edi said the target for establishing and implementing the Presidential Decree was in January 2027 at the same time as implementing zero ODOL on the island of Java.

Another step taken in the preparation process was holding hearings with various parties related to zero ODOL.The Coordinating Ministry for IPK has just implemented this in Kudus.
“The hearing activities held today (11/11) are part of the government’s efforts to follow up on the aspirations of various parties, especially driver associations, transporters and logistics entrepreneurs,” said Edi.
According to Edi, implementing zero ODOL is a national collaborative agenda that requires active involvement of all stakeholders, starting from ministries/technical institutions, provincial governments, regional governments, to business actors in the logistics sector.
The results of the hearing show that the driver association and logistics business actors in principle support the implementation of zero ODOL, but there are a number of suggestions, especially regarding aspects of welfare and social security for drivers.
Kudus Regent Sam’ani Intakoris in the audience explained that zero ODOL is important but its implementation must take into account the capabilities of drivers and goods transport entrepreneurs.
“Many truck drivers and vehicle owners, especially small ones, complain because they don’t have the money to adjust their vehicles to meet ODOL standards. Therefore, subsidies from the government are very necessary. Apart from that, there needs to be a commitment from entrepreneurs to jointly comply with the rules,” said Sam’ani.
