stated that he was ready to cooperate with the United States (US) regarding plans to end the war with
Russia
.
In a statement on Telegram, Zelensky said he and his team would work with the US to discuss the points of the peace plan that had been proposed.
“Our teams, both Ukrainian and US, will discuss the points of the plan to end the war,” Zelensky said on Telegram, as quoted

“We are ready to work together constructively, honestly and quickly,” continued Zelensky.
Zelensky’s statement was issued after he met with US Army Secretary Daniel Driscoll in Kyiv on Thursday (20/11).Axios media previously reported that Driscoll met Zelensky to convey a 28-point Russian-Ukrainian peace plan.
Zelensky’s office confirmed it had received the draft.
However, Zelensky’s office did not comment directly on the contents of the 28-point plan, which was reportedly drawn up by the US and Russia.The draft plan has not yet been officially released.
“In the coming days, the President of Ukraine plans to discuss with President [US Donald] Trump the existing diplomatic opportunities and points necessary to achieve peace,” Zelensky’s office said in a statement.
Zelensky was also said to have “outlined fundamental principles that are important to the people” of Ukraine.
A number of media claimed to have obtained the 28-point draft.The contents of the draft appear to be very favorable to Russia, and conversely very detrimental to Ukraine.
In one of the points, it was stated that Ukraine should hand over the entire Donbas region and certain types of weapons to Russia.
Kyiv was also asked to reduce the number of its Armed Forces personnel to 600,000, from the current 800,000-850,000 personnel.
One of the points also calls for Ukraine to promise not to join NATO, which must be officially included in the constitution.NATO should also promulgate a statement confirming that Ukraine will never be accepted into the bloc.
Russia, for its part, will be reintegrated into the global economy.Sanctions against Moscow will be lifted and Moscow will be invited to rejoin the G8.
White House press secretary Karoline Leavitt said late Thursday that the plan had been in the works for US special envoy Steve Witkoff with US Secretary of State Marco Rubio for about a month.Leavitt said Trump fully supports this plan.
“This plan was drawn up to reflect the reality of the situation after five years of devastating war, to find the best win-win scenario in which both sides get more than they should give,” he said.
The European Union refused
EU foreign ministers met in Brussels a day earlier, allegedly to discuss plans for the US-Russia arrangement.They have not explicitly commented on this plan, but there are signals that they oppose the proposal.
“The Ukrainian people want peace. A just peace that respects everyone’s sovereignty, a lasting peace that cannot be disturbed by future aggression,” said French Foreign Minister Jean-Noel Barrot.
“However, peace must not become submission,” he stressed.
