WALHI Just Urban Manager Wahyu Eka Styawan said there must be an implementation of a zero waste city policy from the Central Government that forces reductions upstream.Apart from that, there must be producer responsibility through the Extended Producer Responsibility (EPR) scheme and product redesign to minimize waste.

Apart from that, Wahyu believes that the closure of the Cipeucang TPA is contrary to Law no.18 of 2008. Because this regulation requires systematic waste management, including prohibiting the practice of dumping in the open and requiring efforts to reduce waste at the upstream level.
Furthermore, he also assessed that the South Tangerang Government had not succeeded in setting waste reduction targets.Meanwhile, Walhi believes that the central government has not succeeded in pushing strategic policies that touch the root of the problem.
“Long-term solutions must focus on reducing waste at the source, not just destroying it downstream,” said Wahyu.
Furthermore, WALHI assesses that if there is no change, the waste crisis resulting from the closure of the Cipeucang landfill will continue to repeat itself, as happened at the Piyungan landfill in Yogyakarta.
“The closure of the Cipeucang landfill must be a momentum for total correction of waste management policies in Indonesia,” he said.
Previously, there was a buildup of rubbish on the side of the road and in residential areas of South Tangerang residents.The foul smell from the pile of rubbish disturbs the comfort of residents.
Garbage accumulation occurred at more than six points.The worst conditions were under the Ciputat flyover.The piles of rubbish are very large and cause an unpleasant odor.
So far, the Cipeucang landfill has only been able to accommodate 300-400 tons of waste per day, while South Tangerang City produces around 1,000 tons every day.
As a result, since December 10 2025, piles of rubbish have piled up on various roads, including in front of Cimanggis Market, Ciputat, even though transportation has been carried out.
This condition is not just a technical problem, but rather an accumulation of the government’s inability to anticipate increases in waste volume through data-based policies and long-term planning.
South Tangerang Mayor Benyamin Davnie admitted that the rubbish was piling up because the Cipeucang landfill was currently under repair.
“The Cipeucang TPA is currently being reorganized and repaired by terracing and dewatering, so it is disrupting the transportation of waste,” said Benyamin when contacted, Friday (12/12).
