in Ukraine. The stance comes ahead of crucial talks in Geneva on Sunday, amid resistance from Kyiv, European allies, and some members of the US Congress.
The 28-point plan proposed by the US gives Ukraine a deadline of November 27 to approve it.But Kyiv is demanding changes, especially as the initial draft accommodates a number of Moscow’s tough demands, from disengagement of territory, reduction of military power, to a pledge not to join NATO.

Washington also rejected claims by a group of US senators who said Secretary of State Marco Rubio said the document was a “Russian wish list”.The US government insists the plan is official policy.
Rubio and diplomatic envoy Steve Witkoff are scheduled to arrive in Geneva for the talks.Meanwhile, US Army Secretary Daniel Driscoll is said to have arrived first after meeting President Volodymyr Zelensky in Kyiv.
“This peace proposal was prepared by the US,” Rubio wrote on social media.”This provides a strong framework for follow-up negotiations, based on Ukrainian and Russian input.”

Ukrainian delegation and Russian presence
Zelensky has appointed Presidential Chief of Staff Andriy Yermak as leader of the Ukrainian delegation. The decree also mentions the presence of ‘representatives of the Russian Federation’, although Moscow has not confirmed their involvement.
Zelensky emphasized that consultations with international partners are ongoing to formulate concrete steps to end the war.
“Our representatives know how to defend Ukraine’s national interests and what it takes to prevent a third Russian invasion,” he said.
British Prime Minister Keir Starmer said senior officials from various countries would gather in Geneva to push for progress. He stressed the importance of security guarantees for Ukraine as part of any deal.
Italy reportedly sent its national security adviser, as did France, Germany and European Union representatives.
West says US proposal needs ‘additional work’
A number of Western leaders at the G20 South Africa summit said the US plan ‘can be basic’ but requires significant improvements.
“We stand by the principle that borders should not be changed by force. We are also concerned about restrictions on Ukraine’s armed forces that could leave the country vulnerable to future attacks,” said a joint statement by major European countries, Canada and Japan.
French President Emmanuel Macron added that several points needed to be discussed more widely, including Ukraine’s relations with NATO and the management of frozen Russian assets in Europe.
“We all want a strong and lasting peace,” he said.”This settlement must take into account the security of the entire European region.”
In Geneva, the European delegation is said to be trying to bring together various views and provide additional substance to the discussions.
