said every public policy must be based on tested theories and strong scientific data.
According to him, without a clear scientific foundation, policy will only be a trial and error step that risks failure.
“Theories that are not translated into policies will only become beautiful academic discussions but cannot be realized. On the other hand, policies without theories and databases are trial and error policies. Governors and regents must make policies based on theories that have been tested and strong data,” said Tito in his official statement, Monday (10/11).

Tito emphasized the important role of universities as agents of change and balancing the government in the process of making public policy.
He hopes that the campus will not only be a place for education, but will also actively provide scientific-based input to the government.
“Universities consist of people with high intellectual capacity who can change society’s culture. Therefore, universities must often provide input based on references and accurate scientific data,” he said.
The former National Police Chief emphasized that universities must be a counterbalance in public policy – not an opposition, but a strategic partner who conveys objective and research-based views.
“The Chancellor and his staff must be united, as does the academic senate. Only with internal solidity can universities carry out their strategic role in supporting national development,” said Tito.
Apart from that, Tito also emphasized the importance of professional and efficient government officials to carry out government administration well.
“We need government officials who are able to carry out administration effectively and efficiently. Without that, even good policies cannot run optimally,” he stressed.
