“In fact, the Committee would like to emphasize that if it were not for the principle of ‘non reformatio in peius’ in Article 63.4 FDC, the punishment would have been more severe than that imposed in the first instance,” FIFA said in the Appeals Committee’s full reasons document.
Reformatio in peius means ‘change for the worse’.Namely a condition where the appellant is in a worse position if he does not appeal.
