The government will share

to 1 million poor people as an effort to eradicate poverty and eliminate extreme poverty.The land to be distributed is Land Object of Agrarian Reform (

So, what is Agrarian Reform Object Land?
Agrarian Reform Object Land (TORA) is land that is controlled by the state or that has been owned, controlled and utilized by the community for redistribution or legalization.

TORA includes land originating from forest areas, non-forest areas, and the results of agrarian conflict resolution.
This land is included in the agrarian reform program stipulated in the Republic of Indonesia Presidential Regulation (Perpres) No. 62 of 2023 concerning the Acceleration of Implementation of Agrarian Reform.
Agrarian reform is a national strategic program that has an important role in efforts to equalize the structure of control, ownership, use and utilization of land, as well as resolving agrarian conflicts, to create a just economy.
In article 2 of the Presidential Decree, the implementation of agrarian reform is carried out through various strategies, namely asset legalization, land redistribution, empowerment of agrarian reform subjects, agrarian reform institutions, and community participation.
Meanwhile, there are 4 subjects of agrarian reform which include individuals, community groups with shared ownership rights, customary law communities, and legal entities.
Previously, the Coordinating Minister for Community Empowerment (Menko PM) Abdul Muhaimin Iskandar alias Cak Imin emphasized that this was in line with the acceleration and improvement of the agrarian reform program.
“We are reading the agrarian reform map, so that the entire implementation of agrarian reform involves people in deciles I and II who receive the main benefits,” said Cak Imin after a meeting with the Minister of ATR/Head of BPN Nusron Wahid at the Office of the Coordinating Minister for PM, Central Jakarta, Monday (24/11), as quoted from an official statement.
“The Coordinating Ministry for Community Empowerment is targeting at least 1 million (extreme) poor people who can enjoy the land redistribution program through the Agrarian Reform Object Land (TORA) program,” he continued regarding the conditions for poor people who are entitled to get this land.
Meanwhile, Minister of ATR/Head of BPN Nusron Wahid is optimistic that the target of 1 million extreme poor people receiving Land for Agrarian Reform can be achieved effectively.
Moreover, the TORA program will coordinate a number of related ministries/institutions under the coordination of Coordinating Minister Muhaimin in accordance with the mandate of Presidential Instruction 8/2025.
“We prepared the land, he coordinated it because it was the Coordinating Minister (Muhaimin)’s job to do that,” explained Nusron.
