Indonesian Joint Funding Fintech Association (
AFPI
) recognizes the style of debt collection by third parties (
debt collector
) which is partnered with an online loan company (
pinjol
) creates a bad image of the industry.
AFPI Chairman Entjik S Djafar said that the majority of complaints about collections by debt collectors that did not comply with the provisions came from illegal loans.
“In our opinion, what makes this industry bad is the handling of collections from illegal loans that have no regulations, because of the cases and complaints that exist, 80 percent – 90 percent are illegal loans,” he said to

Entjik emphasized that billing by third parties must follow a number of provisions, including that all billers must be registered and verified with AFPI so that the IDs of all billers are registered on the Billers’ Portal (PTP).
Then, all billing staff are required to take part in training, especially regarding ethical billing and billing regulations for consumer protection and are required to take competency exams issued/tested by the Professional Certification Institute of the National Professional Certification Agency (BNSP).
He emphasized that every billing service company is required to become a member of AFPI, where before becoming a member they must be selected and verified according to the association’s standard operating procedures (SOP).
“If there are public complaints regarding unethical billing behavior or outside AFPI SOPs, a code of ethics hearing will be held by an independent ethics committee,” he said.
He believes that as long as the third party collecting debts is in control and there are sanctions if they violate the rules, there should be no problem if the finance company uses its services.
“If it is proven that there are collectors who violate the rules, they will be subject to sanctions, if they are serious then they will be blacklisted and will no longer be allowed to work or carry out activities in the pindar industry,” he said.
Cases of violence in debt collection by third parties (debt collectors) are back in the spotlight following the beating incident that killed two eagle eyes (matel) in Kalibata, South Jakarta on Friday (12/12).
The beating of two matels to death was triggered by a motorbike credit debt.In that incident, six police officers were named as suspects.
This incident then gave rise to calls for a ban on debt collection by third parties. The pressure came from the DPR.
DPR Commission III asked the Financial Services Authority (OJK) to abolish regulations regarding debt collection by third parties or
debt collector.
This was conveyed by Member of Commission III DPR Abdullah in response to the debt collection incident which resulted in criminal acts and casualties in Kalibata.
“This is the second time I have asked the OJK to remove the regulations on debt collection by third parties,” said Abdullah, Monday (15/12) as quoted from
