Reuters said emergency teams spent the day responding to emergency calls from the mountain resort area of Wrightwood, east Los Angeles, which was hit by heavy rain.
San Bernardino County Fire Department spokesman Christopher Prater said the rescue call included a request to pull the driver to safety from the submerged vehicle.
Although many drivers were caught in the floodwaters, Prater said that as of Christmas Eve, no fatalities had been reported.
Aerial video footage posted online by the fire department showed streams of mud flowing through submerged residential neighborhoods.
Heavy rain occurring with an intensity of 2.54 centimeters or more per hour in a number of areas was caused by the latest atmospheric storm in the region.
The storm was a broad air current containing dense water vapor that was sucked in from the Pacific and swept over land in the greater Los Angeles area.
According to U.S.National Weather Service, the storm on Christmas Eve is predicted to continue until Friday (26/12), and make driving conditions during the Christmas holiday travel period unsafe.
The weather service also said “life-threatening” storm conditions were expected to continue through Thursday (25/12) in Southern California where flash flooding occurred.
A flash flood warning was issued for most of Los Angeles County until 6 p.m. local time. The warning states: “do not attempt to travel unless you are evacuating from a flood-prone area or are under an evacuation order.”
The City of Los Angeles also instructed the evacuation of 130 homes deemed highly vulnerable to landslides and debris flows.
The San Bernardino County Sheriff’s Department had previously issued an evacuation warning for Wrightwood that day, but upgraded the warning to a shelter-in-place order as flooding conditions worsened.
Angeles Crest Highway, the main traffic route through the San Gabriel Mountains, was closed in two sections due to flooding.
