“We need to clarify that Dishonorable Dismissal (PTDH) is purely law enforcement and ASN discipline,” argued Iqbal in a written statement, Wednesday (12/11).
Iqbal claimed that Rasnal and Abdul Muis were dismissed because it was purely a follow-up to a criminal corruption legal case which already has permanent legal force (inkrah).

“This is the result of a criminal law decision that has been adopted,” he said.
However, Iqbal did not explain in detail the corruption case alleged against the two high school teachers.
Iqbal explained that Rasnal’s dismissal began with the Inspection Result Report (LHP) of ASN SMAN/SMKN Management of the Region XII North Luwu Education Service Branch by the South Sulawesi Provincial Inspectorate on February 15 2024 (Number: 700.04/725/B.5/ITPROV).
Following up on the LHP, the South Sulawesi Provincial Education Office wrote to the Personnel Management Officer on August 16 2024.
The letter requested consideration regarding the employment status of Drs.Rasnal, M.Pd, with reference to the legal decision that has been signed by the Supreme Court of the Republic of Indonesia (Number: 4999 K/Pid.Sus/2023, dated 23 October 2023).
The legal basis for the dismissal of the two teachers, said Iqbal, was in accordance with Law Number 20 of 2023 concerning ASN article 52 paragraph (3) letter i and PP Number 11 of 2017, article 250 letter b.
“The South Sulawesi Provincial Government is only implementing applicable normative decisions and regulations. The process is in accordance with ASN regulations. When an ASN is involved in a criminal case and the decision has permanent legal force, the ASN Law applies,” he stressed.
His second dismissal as ASN, claimed Iqbal, had also received Technical Consideration (Pertek) from the State Civil Service Agency (BKN) as an administrative basis in accordance with statutory provisions.
Based on the entire process and legal basis, the Governor of South Sulawesi has issued Decree Number: 800.1.6.2/3973/BKD, dated 21 August 2025, concerning Dishonorable Dismissal (PTDH) as a Civil Servant.
Meanwhile, for Abdul Muis, it is stated in the Decree of the Governor of South Sulawesi Number 800.1.6.4/4771/BKD dated 14 October 2025, which follows up on the Supreme Court decision Number 4265 K/Pid.Sus/2023 dated 26 September 2023.
“So, we hope this information can straighten out the news circulating. PTDH is purely the result of the Corruption Corruption case which has been decided irrevocably by the Supreme Court,” he concluded.
Previously, two high school teachers in North Luwu, Abdul Muis and Rasnal, were fired after being found guilty by a panel of judges at the Supreme Court (MA) regarding collecting IDR 20 thousand from parents of students to help 10 honorary teachers who did not receive salaries.
Chairman of the North Luwu Indonesian Teachers’ Association (PGRI), Ismaruddin, said that Rasnal was fired through a decree from the Governor of South Sulawesi as of 21 August 2025. Meanwhile, Abdul Muis was dismissed as of 4 October 2035.
The letter of recommendation for dismissal was based on a follow-up to the Supreme Court’s cassation decision which found Rasnal and Muis guilty.But, said Ismaruddin, the Supreme Court in its decision did not order the dismissal of the two teachers.
PGRI believes that there was something wrong in the process of dismissing the two teachers.According to Ismaruddin, the government should have provided guidance to the two teachers before they were dismissed.

“here, of course, disturbs our sense of justice and humanity,” he said.
Ismaruddin said that his party, together with teachers, Rasnal and Abdul Muis, would ask Indonesian President Prabowo Subianto for forgiveness so that they would be pardoned for humanitarian reasons.
“We ask President Prabowo to grant pardon to brothers Rasnal and Abdul Muis so that they can restore their rights and dignity as ASN teachers,” he said.
