The government will take firm action against anyone who dares to trespass
forest area
for activities

.Fines are set from IDR 1.25 billion to IDR 6.5 billion.
The fine is stated in the Decree of the Minister of Energy and Mineral Resources Number: 391.K/MB.01.MEM.B/2025 concerning Administrative Fine Rates for Violations of Mining Business Activities in Forest Areas for Nickel, Bauxite, Tin and Coal Commodities.
This regulation takes effect from 1 December 2025 and was signed by the Minister of Energy and Mineral Resources Bahlil Lahadalia at the same time.

“The calculation of the determination of administrative fines for mining business activities in forest areas in this Decree is based on the results of the agreement of the Forest Area Control Task Force Meeting for mining business activities in accordance with the Letter of the Deputy Attorney General for Special Crimes as Chief Executive of the Forest Area Control Task Force Number B-2992/Set-PKH/11/2025 dated November 24 2025,” wrote the regulation.
In detail, the administrative fine for nickel mining in forest areas is set at IDR 6.5 billion per hectare.Then for bauxite commodities it is IDR 1.76 billion per hectare.
Meanwhile, the fine for mining in forests for tin commodities is IDR 1.25 billion per hectare and for coal commodities the fine is set at IDR 354 million per hectare.
This regulation also stipulates that the proceeds of fines collected will go to the state treasury as Non-Tax State Revenue (PNBP) for the energy and mineral resources sector.
