reporting the State Revenue and Expenditure Budget (
APBN
) deficit of IDR 560.3 trillion or 2.35 percent of gross domestic product (GDP) as of November 2025.
The APBN fell short due to the revenue entering the state treasury of only IDR 2,351.5 trillion.Meanwhile, government spending has reached IDR 2,911.8 trillion.
“With these developments, the APBN deficit was recorded at IDR 560.3 trillion or 2.53 percent of GDP. This is still within manageable limits and in accordance with our APBN design,” said Purbaya at the Press Conference of Our APBN at the Ministry of Finance, Central Jakarta, Thursday (18/12).

Then, the primary balance is at IDR 82.2 trillion or the equivalent of 74.8 percent of this year’s APBN.
Based on Purbaya’s records, the Ministry of Finance (Kemenkeu) collected revenue of 82.1 percent of the 2025 outlook. The total state revenue target this year is IDR 2,865.5 trillion.
State revenue as of November 2025 will be obtained from tax revenues amounting to IDR 1,634.4 trillion and customs and excise taxes amounting to IDR 269.4 trillion.
There is also a source of non-tax state income (PNBP) amounting to IDR 444.9 trillion.
In terms of state spending, the realization reached IDR 2,911.8 trillion or the equivalent of 82.5 percent of the IDR 3,527.5 trillion budget ceiling available this year.
Purbaya detailed that state spending for the central government reached IDR 2,116.2 trillion or 79.5 percent.
Furthermore, transfers to regions (TKD) touched IDR 795.6 trillion, aka 92.1 percent of the 2025 APBN.
