Purbaya Reveals APBN Shortfall of IDR 479.7 T as of October 2025

) shortfall of IDR 479.7 trillion or 2.02 percent of gross domestic product (
GDP
) as of October 2025.
The APBN fell short due to the revenue entering the state treasury of only IDR 2,113.3 trillion.On the other hand, President Prabowo Subianto’s government has spent up to IDR 2,593.0 trillion.
“With the realization of income and expenditure, the APBN deficit as of October 31 2025 was recorded at IDR 479.7 trillion or 2.02 percent of GDP. This deficit figure means that it is within safe and controllable limits, much lower than the APBN Outlook target of 2.78 percent of GDP for now,” said Purbaya at the Press Conference of Our APBN at the Ministry of Finance, Central Jakarta, Thursday (20/11).

Meanwhile, the primary balance recorded a surplus of IDR 45 trillion or the equivalent of a percent of this year’s APBN.
Based on Purbaya’s records, the Ministry of Finance collected 73.7 percent of revenues from Outlook 2025. The total state revenue target this year is IDR 2,865.5 trillion.
State revenue as of October 2025 will be obtained from tax revenues amounting to IDR 1,459.0 trillion and customs and excise taxes amounting to IDR 249.3 trillion.There is also a source of non-tax state income (PNBP) amounting to IDR 402.4 trillion.
Meanwhile, state spending which reached IDR 2,593 trillion is equivalent to 73.5 percent of the budget ceiling of IDR 3,527.5 trillion available for this year.
Furthermore, Purbaya detailed that state spending for the central government reached IDR 1,879.6 trillion or 70.6 percent.Meanwhile, transfers to regions (TKD) touched IDR 713.4 trillion, aka 82.6 percent of the 2025 APBN.
