“Is the Ministry of Finance really going to impose an excise tax on disposable diapers and wet wipes? Is this okay to laugh at? Hahaha excise tax on diapers and wet wipes,” laughed Purbaya in a Media Briefing at the Ministry of Finance, Central Jakarta, Friday (14/11).
“It looks like we won’t be implementing it in the near future (excise on diapers and wet wipes). So, my reference is the same as before. Until the economy is stable, I will not add additional taxes (and customs duties) yet,” stressed the State Treasurer.

Purbaya’s benchmark is for the Indonesian economy to grow at around 6 percent.If this target is achieved, he will then think about sources of revenue through new taxes and customs levies.
The discourse on excise taxes on diapers and wet wipes appears in Minister of Finance Regulation (PMK) Number 70 of 2025 concerning the Strategic Plan of the Ministry of Finance for 2025-2029.
The regulation explains that the study was carried out to see the potential for state revenue, if the goods were subject to excise duty.
“Exploring potential revenue through efforts to expand the tax, customs and excise base, as well as mapping potential PNBP (non-tax state revenue) has been carried out through preparing a study of the potential for excisable goods (BKC) in the form of diapers and disposable eating and drinking utensils, as well as a study of the extensification of wet tissue excise,” explained the regulation.
The regulation does not specify the government’s reasons for reviewing diapers and wet wipes as potential excise goods.
However, the regulation explains that the levy aims to optimize state revenues.
