to create a village cooperative

as a condition for disbursing village funds.
This is stated in Minister of Finance Regulation (PMK) Number 81 of 2025 concerning Amendments to Minister of Finance Regulation Number 108 of 2024 concerning Allocation of Village Funds for Each Village, Use and Distribution of Village Funds for the 2025 Fiscal Year.
This regulation was signed by Purbaya on November 19 2025 and promulgated on November 25 2025.

“That in order to increase the effectiveness of governance for the distribution of village funds for the 2025 fiscal year in accordance with the policy of the President of the Republic of Indonesia in order to support the formation of red and white village/sub-district cooperatives, it is necessary to stipulate a Minister of Finance Regulation concerning Amendments to Minister of Finance Regulation Number 108 of 2024,” said Purbaya in a point in consideration of PMK 81/2025, quoted on Wednesday (26/11).
In these regulations, the distribution of village funds is still carried out in two stages.
First,
amounting to 60 percent of the village fund ceiling determined for use by each village, no later than June.
Second,
amounting to 40 percent of the Village Fund ceiling which is determined for use by each Village no later than April.
However, in the new regulation, the requirements for phase II disbursement are changed in article 24 (3).Previously, phase II disbursement required a report on the realization of the absorption and output achievements of village funds for the previous fiscal year.
Then, the report on the realization of absorption and output achievements of Phase I Village Funds shows the lowest realization of absorption at 60 percent and the average output achievement shows the lowest at 40 percent.
In the new regulations, the requirements are added to the deed of establishment of the red and white village/subdistrict cooperative legal entity or proof of submission of documents for the formation of the red and white village/subdistrict cooperative to a notary.
Apart from that, disbursement also requires a statement of commitment to support the APBDes for the formation of red and white village/sub-district cooperatives.
The requirements for phase I disbursement have not changed, namely the determination of the Village APBDes, power of attorney for the transfer of village funds, and the village head’s decision regarding the determination of the Village BLT beneficiary family, in the event that the village budgets for Village BLT.
“This ministerial regulation comes into force on the date of promulgation,” said Purbaya.
