/institution (K/L), especially towards the end of the year.
Purbaya initially emphasized that there were no plans to change the posture of next year’s budget. However, he did not deny that shopping demand from K/L was increasing.
“Frankly, we (Ministry of Finance) are a bit stressed because they (K/L) keep asking for money, asking for money all the time. So, we are controlling it a little,” he said at our APBN Press Conference at the Ministry of Finance, Central Jakarta, Thursday (18/12).

Purbaya sees this phenomenon as a sign that ministries/agencies are better prepared to absorb the budget compared to the beginning of this year. However, he emphasized that he would not change the posture of the 2026 APBN.
“Moreover, they (K/L) are afraid that if they can’t spend, I will cut their budget. So, next year (2026) they will definitely be better (absorbing the budget),” said Purbaya.
This year, a number of K/Ls returned their budgets to the Ministry of Finance. In fact, IDR 4.5 trillion had been returned to Purbaya as of last Tuesday (16/12).
However, Purbaya admitted that he remained optimistic that the Indonesian economy would be able to grow according to plan.In the fourth quarter of 2025, for example, it is estimated that it will exceed 5.5 percentĀ (yoy).
The State Treasurer is confident that the achievements in the last quarter will bring the Indonesian economy to growth of 5.2 percent throughout 2025. Next year, the economic pace will accelerate to reach 5.4 percent.
“Right now I’m starting all the economic engines. Fiscal has started running, monetary is getting more synchronized, the investment climate will be improved. I still see 6 percent as not an impossible figure for 2026, even though our assumption is 5.4 percent,” he concluded.
