signed the governor’s regulation regarding the prohibition of consumption and sales
dog meat
and cats in Jakarta.
Pramono said the regulations issued were a promise he made when he met with the Dog Meat Free Indonesia Coalition last October.
“Thank God, within a month, Governor Regulation No. 36 of 2025 regarding the prohibition on buying and selling and consuming meat from animals that transmit rabies (HPR) will come into effect,” said Pramono on his official Instagram account, Tuesday (25/11).

Gubernatorial Regulation Number 36 of 2025 is an amendment to Governor Regulation Number 1999 of 2016 concerning Control of Animals that Transmit Rabies.
Article 27A of the gubernatorial regulation reads: Every person and/or business entity is prohibited from trading for food purposes:
a.HPR in the form of live animals;and/or
b.HPR products in the form of meat and/or other products, both raw and processed.
The animals included in the HPR are dogs, cats, monkeys, bats, civets and similar animals.
Meanwhile, Article 27B reads: Every person and/or business entity is prohibited from carrying out slaughtering or killing HPR for food purposes.
