instructed his staff, especially the Civil Service Police Unit (Satpol PP) and related agencies to supervise the implementation of regulations that prohibit the trade in animals that transmit rabies (HPR), such as dogs and cats for consumption.

He also admitted that he had signed Governor’s Regulation (Pergub) Number 36 of 2025 concerning Control of Animals that Transmit Rabies which regulates the prohibition of trading in animals, such as dogs and cats, for consumption.
“I signed Governor Regulation Number 36 of 2025 which prohibits consuming animals that can cause rabies, most importantly dogs and cats,” said Pramono.
Apart from dogs and cats, the DKI Jakarta Provincial Government (Pemprov) through Gubernatorial Regulation Number 36 of 2025 also prohibits individuals and business entities from trading in monkeys, bats, civets and other similar animals.
Violations of the Gubernatorial Regulation include administrative sanctions, such as written warnings, confiscation of animals or HPR, closure of business locations, and revocation of business permits.
This gubernatorial regulation is a follow-up to a meeting with animal enthusiasts at DKI Jakarta City Hall some time ago.Pramono hopes that the Gubernatorial Regulation can maintain and improve the health of Jakarta residents.
He also emphasized the DKI Provincial Government’s commitment to strengthening the welfare of ecosystem residents in the capital city.
Therefore, Pramono ensures that Jakarta continues to move towards becoming a city that is friendly to all citizens, urban animals and biodiversity that live side by side with humans.
