Prabowo opens up opportunity to revoke HGU for residential land for residents affected by disaster

expressed his willingness to temporarily revoke the Cultivation Rights (
HGU
) if needed to be used as temporary shelter (huntara) for residents affected by the disaster
flood
and landslides on Sumatra Island which hit Aceh, North Sumatra and West Sumatra.
He emphasized that the government must immediately provide land for the construction of temporary shelter for people affected by the disaster.
The order came after BNPB Head Suharyanto reported that one of the pressing obstacles in accelerating the development of shelters was the availability of land from the regional government.

“Regional heads have to prepare the land. The central government is the one who builds it, Mr President. Well, sometimes this land is a bit problematic for a long time,” said Suharyanto in his presentation at the disaster management coordination meeting in Aceh, Sunday evening (7/12).
Responding to this problem, Prabowo emphasized that the state must find a quick solution.Providing land for temporary housing is a high priority.
He ordered all stakeholders in the central government, especially the Ministry of ATR/BPN and the Ministry of Forestry to coordinate with regional governments.
“If necessary, HGUs can be temporarily revoked, reduced. This is the people’s interest which is more important. Land must be available,” he added.
In his explanation, the Head of BNPB said that temporary housing was designed to be a much more suitable place to live than refugee tents.Each unit is intended for one family.
“The size is type 36, Mr President. Eight times five. Instead of them living in tents, it is more representative of them living in temporary housing,” reported Suharyanto.
Prabowo then asked for detailed specifications and construction costs.
“How much does it cost?”asked Prabowo.
“Around IDR 30 million, Mr President, one temporary residence,” answered Suharyanto.
He explained that the type 36 residence was equipped with basic facilities such as a bathroom and toilet.
Suharyanto also explained that shelters are designed to be used for a maximum of one year, before residents are moved to permanent housing (huntap).However, there is an opportunity for residents to stay longer if land availability is limited.
“Our concept is that temporary housing is no more than one year, except for a few incidents because the division of duties is that regional heads have to prepare the land,” he said.
He added that the process of building shelters could be accelerated using the TNI-Polri Task Force, as was previous experience in Lewotobi.
“The Kodam IX/Udayana Task Force moved 8,000 families… all of them into shelters, built them in six months, Mr President,” he said.
Apart from the family house type shelter, BNPB is also preparing a barracks model option if land is very limited.However, if there is sufficient land, one family can be allocated 8 x 10 meters of land, which makes it easier to integrate between shelters and housing development in the next phase.
After hearing BNPB’s explanation, Prabowo immediately responded with instructions to accelerate the construction of temporary housing, if possible, the process would take less than 6 months.
“If it could be faster, right? If it could be faster than 6 months, right?”Prabowo said.
