Chairman of the PKS faction in the MPR, Tifatul Sembiring, said that the position of PPHN is currently in the hands of the leadership.According to him, to be ratified, the leadership will form an ad hoc team to take it to the MPR general session.

“Well, if the leadership follows up, an ad hoc committee must be formed, that is. The ad hoc committee will then formulate it and bring it to the MPR general session,” said Tifatul when contacted, Sunday (7/12).
“So from us the review body has been completed, it is final,” he added.
Tifatul added that it was recommended that PPHN be ratified through amendments to the 1945 Constitution. Several options for ratifying PPHN had previously been studied, either through law or MPR Decree.
However, said Tifatul, legalization through law is vulnerable to being sued for judicial review at the Constitutional Court (MK).For that reason, the amendment option has strengthened and has been recommended, including by the PKS faction.
“So why does it need to be an amendment, if it is made in the form of a law it is very easy to undergo judicial review. We have prepared it exhaustively, there are already 22 periods, it turns out that in-

In general, Tifatul said that PPHN was a manifestation of returning the MPR’s authority in determining state direction.However, he emphasized that the PPHN would not be similar to the Outline of State Policy (GBHN) that was in effect during the New Order.
According to him, the PPHN will only contain general guidelines so that the government does not have a zigzag pattern.
“So, later there will be joint guidelines that we agree on. We will continue to guide them. So it’s not a return to the new order model, GBHN, no.
Tifatul said that his party was not in a rush.He said PPHN was not targeted to be ratified in the near future.Because, currently, the MPR study team is reviewing all the articles in the Constitution and they are open to amendment
For this reason, explained Tifatul, the MPR has formed five groups, each of which is tasked with reviewing the substance of the articles of the Constitution.Some of them include sovereignty, decentralization and regional autonomy, to national defense.
“Currently the MPR review body is being tasked with carrying out a comprehensive evaluation of the Constitution,” he said.
