Aria Bima does not question the discourse to revive the Principles of State Policy (
PPHN
) through the planned fifth amendment to the 1945 Constitution.
Bima considers that the PPHN, which during the 2nd President of the Republic of Indonesia Soeharto was called the Outline of State Policy (GBHN), is necessary as a direction for future development.

According to him, every president must have a vision and mission, which is in accordance with the direction of the state, as a derivative of the ’45 Constitution, Pancasila, and the constitution.
“Every president’s vision and mission must have one state direction. Derivatives from the Pancasila ideology, the constitution, then to PPHN, then to the development plans of each government,” said Bimo, his nickname in Bandung, Friday (5/12).
The deputy chairman of Commission II of the DPR, which is in charge of political and government affairs, is of the view that the president, even though elected by the people, is still only the embodiment of state direction.
This means, said Bimo, that every president must have the same direction according to that direction.That way, in the future presidents will only be differentiated based on their priority programs.
“If the president only accentuates his direction. But the direction is the same. The direction is the same. However, each president’s accentuation may have points that are more important than what his priority program is,” said Bimo.
He also dismissed criticism of the previous GBHN which was seen as usurping regional autonomy and decentralization.According to Bimo, regional autonomy and decentralization are part of state policy.
Therefore, the plan to re-implement GBHN, which now uses the term PPHN, is not a problem.
“Regional autonomy and decentralization, with democracy, are the state’s goals. The principles of Pancasila. Democracy led by democracy,” he said.
The People’s Consultative Assembly (MPR) is again reviewing the discourse on implementing the Principles of State Policy (PPHN).
Chairman of the Indonesian MPR Ahmad Muzani said that the MPR, through the MPR study body supported by the constitutional study commission, had completed the formulation of the PPHN.Muzani said that the joint meeting was attended by faction leaders and DPD RI groups.
“On August 6 2025, in a joint meeting attended by faction leaders and DPD groups, the MPR study body presented the results of the initial PPHN formulation,” said Muzani in his speech at the MPR RI annual session, Friday (15/8).
