) Antonio Guterres officially proposed
budget cuts
and termination of employment (
Layoffs
) next year.
Guterres proposed cutting the UN’s core budget by US$577 million or the equivalent of IDR 9.5 trillion (assuming an exchange rate of IDR 16,615 per US dollar), as well as cutting more than 18 percent of positions next year.
He is looking for ways to increase efficiency and lower costs amid the financial crisis, which was largely caused by US arrears.

“We closed 2024 with arrears amounting to US$760 million, and of that amount US$709 million has still not been paid. Apart from that, we also have not received the 2025 dues amounting to US$877 million. So the total arrears now reach US$1.586 billion,” Guterres said before the budget committee of the UN General Assembly which has 193 members, as quoted.

He proposed a core budget of US$3.23 billion for 2026, down 15 percent compared to this year.The funds cover political, humanitarian, disarmament, economic, social and communications work.
“Liquidity remains fragile, and this challenge will continue regardless of the final budget approved by the General Assembly, given the unacceptable size of the arrears,” he added.
Guterres launched a reform task force last March, known as UN80.The team seeks to cut costs and increase efficiency.
As for peacekeeping forces, the UN has a separate budget.In October, a senior UN official said a quarter of the peacekeeping forces in nine operations around the world would be reduced.
The reason is because of a lack of funds and because future funding from the US is still uncertain.
The US is the largest contributor to the UN’s core budget, with a maximum contribution of 22 percent.
US President Donald Trump described the UN as having great potential, but said it had not been fulfilled.He also wants to cut US funding at the UN.
