CERAH Policy Strategist Dwi Wulan Ramadani highlighted the institutional governance side.
“For example, if the 100 GW PLTS project is to be managed by Kopdes Merah Putih, it needs a clear legal umbrella regarding who is building it, then how it will be managed, operationally and
maintenance
“What it looks like, the risks borne must also be estimated,” said Dwi in the discussion “Measuring the Feasibility of 100 GW PLTS: Technical, Financial and Institutional Analysis” at the Alex Tilaar Learning House, Jakarta, Friday (12/12).

Dwi also highlighted financial feasibility. He said that building 1 megawatt of PLTS would cost IDR 14 billion – IDR 15 billion. This figure is still far from the fiscal capacity of villages where Village Funds are only around IDR 600 million – IDR 1 billion per village.
Even if the Red and White Kopdes get loans from banks, he continued, they are still bound by Ministry of Finance (Kemenkeu) regulations where the maximum loan ceiling is IDR 3 billion with a tenor of six years.
“That is far from the investment required for 1 megawatt of PLTS, where the rest will come from is a question,” he explained.
Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia previously stated that his party was building a large design for a 100 GW PLTS that would increase the availability of electricity for the Red and White Kopdes.
Bahlil said that the PLTS would be built for all villages, so that it would also be a new opportunity for electric battery entrepreneurs in the country to take advantage of the massive market.
“Because PLTS only lasts 4 hours during the day. The rest must be stored via batteries. At night, the batteries play. I see that the market opportunity in Indonesia is quite large,” he said, quoted
