responding to looting carried out by a number of residents who were victims of floods and landslides in Central Tapanuli Regency (Tapteng) and Sibolga City.
He emphasized that the government did not completely blame the community, because the very severe disaster conditions meant that many residents had to survive without food for several days.
“What is certain is that our community knows the condition. It’s the same, maybe we haven’t eaten for several days, we don’t blame it 100 percent on the community, but we focus on sharing it with the community,” said Bobby in Tapteng, Sunday (30/11).

According to Bobby, until now there are still many isolated areas, especially in Tapteng.Disconnected land routes have hampered aid distribution.For this reason, a number of points such as Tukka and Lumut are priorities for logistics delivery by air.
“For people who are truly isolated on land, our aid is dropped by air, including the Tukka and Lumut areas. For Tapteng, there are still many isolated areas, both entering Tapteng and within Tapteng itself which is isolated. That’s why we focus on air, areas that are not isolated on land are supplied by land,” he said.
Bobby emphasized that logistics stock is still available.However, the biggest challenge is how to distribute it amidst damaged access, power outages and communications networks that have not yet been restored.
“We need electricity and networks to quickly find out the needs of each region. There are TNI friends and sub-district governments at the location who are helping to map residents’ needs. That’s why we are asking PLN and Telkom to speed up the restoration of electricity and communications,” said the younger brother-in-law of Indonesian Vice President Gibran Rakabuming.
Bobby added that the helicopter was deployed not only to send aid, but also to map the latest conditions from the air to determine which areas were still cut off.
Until now, the provincial government together with the TNI/Polri, BPBD and regional governments continue to provide assistance, while accelerating the opening of access to affected areas so that logistics distribution can run optimally.
“Today’s target is 10 points. From the air we will check which locations are still visually isolated. We have noted them down so we can immediately supply aid,” said Bobby.
Dozens of flood and landslide victims also looted the Bulog Sarudik Warehouse, Sibolga City, North Sumatra on Saturday (29/11/2025) afternoon.The looting was triggered by delays in aid logistics due to the isolated conditions of the area.
In the video circulating, residents scramble to enter the Sarudik Bulog Warehouse.Then they brought sacks of rice and cooking oil.Even in the video, children also carry sacks of rice brought from the Bulog warehouse.
Not only in Sibolga, looting also occurred in Central Tapanuli.A video showing a number of residents allegedly looting several minimarkets in Central Tapanuli Regency (Tapteng), North Sumatra, went viral on social media.This action was said to have occurred because residents had difficulty getting basic necessities after the floods and landslides that hit since the beginning of the week.
In the footage circulating, dozens of residents can be seen entering the minimarket whose door was already partially open.They take daily necessities such as instant food, drinking water and other basic supplies.After that, residents were seen leaving the location carrying their belongings.
