National Police
invited the Hong Kong Police Force (Hong Kong Police Force) as one of the speakers at the 2025 regional unit heads (Kasatwil) meeting.
This is in order to find references for models for handling rallies or demonstrations in the country.
“We invited speakers from the Hong Kong Police, because we want to find models for handling actions, especially related to freedom of expression,” said National Police Chief General Listyo Sigit Prabowo at the National Police Mobile Brigade Training Center Headquarters, Cikeas, Bogor, Monday (24/11).

Sigit stated that he was trying to change the pattern of handling mass actions from providing security to serving.This is to realize freedom of opinion in public.
“Also, how do we differentiate between our efforts and change our doctrine, from guarding to serving, especially for our brothers and sisters who carry out or exercise their rights regulated in freedom of expression,” he explained.
Sigit explained that his party also had a concept for dealing with mass riots.This is to maintain security and public order (Kamtibmas) and maintain national stability.
“Of course, if we don’t control this, it will certainly have an impact on the stability of security and social security, resulting in disruption of public facilities and other economic sectors, which of course we have to protect,” explained General Sigit.
The former National Police Criminal Investigation Officer said that the handling of mass actions was also one of the evaluations discussed at this year’s Regional Police Headquarters Meeting.This is in line with the ongoing transformation efforts of the Bhayangkara Corps.
Apart from evaluation, in this activity the National Police Chief also provided guidance regarding future public service models.With this new pattern, he promises that it will be easier for people to get services.
